TheRCFCfiltersreducefoulingofthesystem'scoolingcoilswhentheunitisshutdown.

Filterswereinstalled duringtheFebruary1987refueling outage,werereplacedduringtheJuly1988refueling outageandleftinstalled untilJuly,1989.Thecauseofthiseventwasduetoinadequate maintenance instructions.

Thefilterswereremoved,andanEngineering evaluation isbeingpreparedtoverifyfilterperformance underaccidentconditions.

St.LucieUnitTwoRCFCwereverifiedtohavefiltersremoved,maintenance instructions willberevised,andothersafetyrelatedcomponents werecheckedforimproperly installed filters.Thiseventwasdetermined nottobereportable under10CFR50.72 or50.73andisbeingsubmitted forinformational purposes.

(RCFC)showedthattheprefilter mediaforthesecoolerswasexcessively discolored.

ThesystemTechnical ManualfortheRCFCimpliesthattheprefilter mediashouldonlybeusedduringshutdownmodesofoperation toreducefoulingofthecoolingcoilsduringconstruction ormaintenance.

Theprefilters wereinstalled duringtheFebruary1987refueling

.outageandremainedinplaceuntilthenextrefueling outageofJuly,1988.Newfiltersinstalled duringtheJuly1988outagewereleftinplaceuntilJuly1989.Thelengthoftimethesefilterswereinstalled promptedutilitypersonnel toinitiateanoperability assessment onpastsystemperformance.

CAUSEOFTHEEVENT:Thecauseofallowingprefilter mediatoremaininplaceduringpoweroperation wasduetomaintenance instructions notstatingthatthefiltershouldbeusedonlyduringoutageperiods.ANALYSISOFEVENT:Technical, Specification 3/4.6.2.3 addresses thesurveillance requirements andthebasesforthecontainment coolingsystem.Theoperability oftheRCFCensuresthat1)thecontainment airtemperature willbemaintained withinlimitsduringnormaloperation, and2)adequateheatremovalcapacityisavailable whenoperatedinconjunction withtheContainment SpraySystemsduringpostulated lossofcoolantaccidentconditions.

Thesurveillance requirements fortheRCFCweremetunderpastsystemperformance.

Thebasesofsystemoperation weresatisfied asfollows:1)Normalcontainment airtemperature wasmaintained withinthelimitssetbyPSL1Technical Specification 3/4.6.1.5.

Also,theRCFCmanufacturer, Westinghouse, analyzedtheresultsofdifferential pressure(dp)measurements takenoneachofthefourcoolingfansanddetermined thattheasfoundfilterresistance wasnotaproblemduringnormalandpostulated accidentmodeoperation.

Themeasureddpwaslessthanthemaximumdpfortherecommended filters.Therefore, theminimum"airflowrequirement fortheRCFCwasneverviolatedunderpastsystemperformance.

allfourcontainment fancoolers(100percentcapacity),

eitherofthetwocontainment spraytrains(EIISIBE)

(100percentcapacityforeachsubsystem).

Evenassumingtheworstcase,noRCFCavailable andasingleactivefailureinoneofthetwocontainment spraytrains,thesafetyfunctionofcontainment heatremovalwouldhavebeenmetwiththeremaining operablecontainment spraysubsystem.

Basedontheabove,itcanbeconcluded thatthehealthandsafetyofthepublicwerenotaffectedatanytimewiththecontinuous installation ofprefilters intheRCFC.Thiseventisnotdeemedreportable aspertherequirements of10CFR50.73,orofanyoperation orcondition prohibited bySt.LuciePlant'sTechnical Specifications.

However,thisreportisbeingsubmitted forinformational purposes.

CORRECTIVE ACTIONS:1.St.LucieUnitTwo'sRCFCsystemTechnical Manualexplicitly statesthattheprefilter mediashouldberemovedpriortopoweroperation.

Aninspection ofUnitTwo'sRCFCon15Julyconfirmed thatalloftheRCFCprefilter mediawasremovedbeforetheunitbeganpoweroperations.

2.TestswereruntomeasurethedpacrosseachfilterandcoolingunitforPSL1.Thesetestrunsweremadetoaddresspossibleoperability concernsoverapotentially highfilterdp.Apreliminary Engineering evaluation deter'mined thattheRCFCwereoperablewithprefilters installed duringpoweroperation.

3.Theprefilters wereremovedfromthePSLlRCFCandwillnotbeusedduringpoweroperations.

r4.AnEngineering safetyevaluation isbeingperformed to,determine theenvironmental qualification ofthefiltermediaandtheperformance ofthesefiltersunderpostulated accidentconditions.
