Division of Reactor Projects, Recion II, U.S. Nuclear Regulatory Commission (NRC), wasmeeting 1983, telephoned at' concerning the events and circumstances of a September 23,(MP&L) and Region II the Region II offices between Mississippi Power and Light officials. He was also interviewed with respect to language used in a December 5,1983, Contimation of Action (COA) letter to MP&L. He provided

  • the following infomation:

-' He generally recalls that the September 23, 1983, meeting concerned Agastat Relays at Grand Gulf Nuclear Station (GGNS). He does not recall the events imediately following that meeting which related to an alleged intended submittal of an MF&L lett er to NRC concerning deficiencies in the Operator Licensing Training Program at GGNS.

With respect to the language used (" Prior to exceeding 5% power") in a December 5,1983 COA letter to MP&L (Exhibit 1), it, in effect, meant that before Region Il recomended to the Comission that GGNS be issued a full He power license, MP&L had to satisfy the comitments made in the COA letter.

noted that.there would have been no basis for using. language in the letter stating GGNS shall.not operate. Although there were enough qualified reactor operators to satisfy shift manning requirements, MP&L had agreed in an October 18, 1983, meeting with Region II that they would not operate until the comitments later listed in the December 5,1983, letter were fully satisfied.

He could not recall any discussions with his staff relative to the language used in the letter.
