-coiicerning a September 23, 1983 meeting at Region II, U.S. Nuclear Regulatory Comission (NRC).
At the meeting, an MP&L letter addressing ciscrepancies in the qualification cards for reactor operators at Grand Gulf Nuclear Station (GGSS) was allegedly intended to be presented to the NRC but was withdrawn by MP&L after they were informed by Region II officials that the discrepancies could constitute a material false statement.
He provided the following in'for ation:

MP&L, specifically, Douglas L. Hunt, proceeded with drafting a response in that regard (Exhibit 1).

2-He noted that th'e letter which he brought to the September 23, 1983 meeting at Region II was.a draft letter and MP&L had not intended to submit the letter to NRC at that time,iThe purpose for bringing the letter to the meeting was to discuss with Region II officials whether or not the letter would be a satis-factory response to NRC concerning the dev'iation with the reactor operator qualification cards that Region 11 noted to MP&L in the August 19, 1983, meeting. The letter was not submitted at that time.
Regarding any changes to the draft letter in question, he recalled that at the 23, 1983, reeting, the draft letter had not been re-time of the September viewed by his inmediate-supervisor, Jack B. Richard, Senior Vice President.
He also noted that the draft letter listed Nuclear, or the MP&L legal staff.
the names of individual reactor operators involved with the false operator qualification cards and MP&L did not want to unnecessarily place the names of the reactor operators in the public domain.
For these reasons, the draft letter was revised and a final letter (Exhibit 2) was issued on September 30, 1983.
