ML16190A118), Florida Power & Light (the licensee) submitted a license amendment request (LAR) for NRC approval that would revise the minimum required emergency diesel generator engine mounted fuel oil tank (day tank) volume. The staff is reviewing the information contained in the LAR and has identified areas where additional information is needed to complete the review.

The U.S. Nuclear Regulatory Commission Staff reviewed the submittal and identified areas where it needs additional information and clarification to complete its review. The Request for Additional Information (RAI) is provided below. The NRC requests that the licensee respond to this RAI within 30 days of this email.

REQUEST FOR ADDITIONAL INFORMATION ST. LUCIE, UNIT 2 LICENSE AMENDMENT REQUEST FOR EDG DAY TANK VOLUME CHANGE DOCKET NO. 50-389 CAC MF8006 By letter dated June 21, 2016 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML16190A118), Florida Power & Light (the licensee) submitted a license amendment request (LAR) for NRC approval that would revise the minimum required emergency diesel generator engine mounted fuel oil tank (day tank) volume. The staff is reviewing the information contained in the LAR and has identified areas where additional information is needed to complete the review.

RAI-MF8006-SBPB-01 In the LAR the licensee proposed to increase the minimum volume requirements for the day tanks from 200 gallons to 238 gallons each. The proposed changes would be reflected in Technical Specification 3/4.8.1, limiting condition for operation 3.8.1.1 and 3.8.1.2. St. Lucie Unit 2 Updated Final Safety Analysis Report (UFSAR) Table 9.5-2, Diesel Generator Fuel Oil System Instrumentation Application, last updated in UFSAR Amendment No. 12, indicates that the day tank level includes the following alarm and control functions:

1. Low level alarm that starts the transfer pump and opens the tank inlet valve.
2. High level alarm that closes the tank inlet valve and stops the transfer pump, but control function can be overridden in manual mode.
3. High-high level alarm that closes the corresponding tank inlet valve.

Describe the relationship between the existing required day tank fuel oil volume and the tank volume corresponding to the above tank level setpoints. Explain whether the increase in required fuel oil volume would change the relationship between the required volume and the setpoints, and provide justification for any change in the relationship.
