SUBJECT:

IDAHO STATE UNIVERSITY - ACCEPT FOR REVIEW OF UPDATED ROSTER AND REQUEST FOR ADDITIONAL INFORMATION

Dear Dr. Snyder:

We have received your letter dated December 20, 2018, requesting an amendment of Material License SNM-1373 to update the roster of university officials. The document has been assigned Accession Number ML19010A040 in the Agencywide Documents Access and Management System (ADAMS).

We have completed our acceptance review and find your request acceptable for detailed review. However, we have identified additional information that is needed to complete our detailed review. The specific information needed is listed below. The information should be provided within 30 days of the date of this letter.

1. Attachment IV of your license application states that the minimum qualifications for the Responsible University Officer (currently the Vice President of Research) are as follows:
a. PhD or equivalent education in a scientific/engineering/technology field, and
b. At least 5 years of supervisory/administrative experience.

Please provide the education and experience demonstrating compliance with these qualifications.

2. Attachment IV of your license application states that the minimum qualifications for the Reactor Supervisor include certification as a Senior Reactor Operator. Dr.

Dunzik-Cougar currently serves as the Reactor Administrator, however certification as a Senior Reactor Operator is not required for that position. Please confirm that Dr.

Dunzik-Cougar is certified as a Senior Reactor Operator.

This information is required to verify compliance with License Condition 9 which states that licensed material must be used in accordance with the statements, representations, and conditions in your license application.

In accordance with Title 10 of the Code of Federal Regulations, Section 2.390 of the U.S.

Nuclear Regulatory Commissions (NRCs) Agency Rules of Practice and Procedure, a copy of this letter will be available electronically for public inspection in ADAMS. ADAMS is accessible from the NRC Web site at http://www.nrc.gov/reading-rm/adams.html (the Public Electronic Reading Room).
