NRC PARTICIPATION IN THE COLUMBIA GENERATING STATIONEVALUATED EXERCISE ON SEPTEMBER 12, 2006

Dear Mr. Parrish:

Each year, NRC Region IV participates in selected licensee exercises. This gives the NRC theopportunity to demonstrate its ability to interface with you as a licensee as well as State andother Federal agencies. On September 12, 2006, Columbia Generating Station will conduct anexercise of its emergency plan. The NRC will participate in this exercise with the following resources:-Region IV Incident Response Center, Arlington, TX

-Region IV Site Team, Columbia Generating Station Emergency Operations Facility/Joint Information Center/state of Washington Emergency Operations CenterWe recognize that these exercises are very important to you, as a licensee, as well as off-siteresponse organizations. We want to be sure that you are aware of our plans to participate, describe our typical coordination process, and identify potential training resources that you maywant to consider.The active portion of our exercise coordination process begins approximately 5-6 months priorto the exercise. During this time, our Emergency Response Coordinator schedules a meeting with the licensee to review scenario/time line to incorporate anticipated NRC response activitiesand to tour licensee facilities to discuss NRC Site Team functional co-location needs. Thisusually allows plenty of time for minor adjustments to be made without significant impact to the planning process.About 3-4 months prior to exercise, NRC management schedules a meeting or conference callwith offsite officials to discuss NRC participation/support. This ensures that the offsite officialsare aware of NRC's participation in the exercise and potential impact on liaison resourcesduring the exercise.Around 1-2 months prior to the exercise, if requested by you, as the licensee, our EmergencyResponse Coordinator will provide training on NRC's response process for licensee and offsiteagencies. This training is typically held at the licensee's site. This training includes general Energy Northwest-2-response training for exercise participants, communicator training for those positions thatdirectly communicate with the NRC, and NRC control cell participant training.Prior to the exercise, the licensee typically conducts a dress rehearsal drill. If requested by thelicensee or State, the NRC will participate in the dress rehearsal with 2-3 people. Because ofthe budget impact and scheduling implications, a formal request for NRC participation in thedress rehearsal must be made to Linda Howell, Chief, Response Coordination Branch, NRC Region IV. If requested, we prefer to conduct the response training and dress rehearsal participation during the same trip.The NRC is often asked to provide specialized training to support the exercise. Examples ofspecialized training includes:-Damage assessment training using the NRC Response Technical Manual.-Dose projection training using the NRC RASCAL c ode.-Instruction on the use of the Emergency Response Data System.Because of the nature of this training, budget and instructor availability determine if the trainingcan be provided. If requested, we will try to provide this training. Because of the budgetimpact, a formal request for this training must be made to Linda Howell, Chief, Response Coordination Branch, NRC Region IV.We look forward to working with you on this exercise.
