StLucieUnitOnewasinMode1at100%Powerandenteredthe72hr.actionstatement forTechnical Specification 3',8.1.1.

The1BEDGwasrestarted fortroubleshooting at1325andshutdownat1400.Theproblemwastracedtotheunderfrequency permissive circuitrelay.Theunderfrequency permissive circuitisdesignedtopreventtheEDGoutputbreakerfromclosingintheeventofanunderfrequency condition intheEDG.Inaccordance withtheNRCRegulatory Guide1.108,C.2.e.5, thiseventwasevaluated asavalidfailure.Corrective Actions:Thefailedrelaywasreplacedandat1316on4April1992theEDGwassuccessfully started.Afterperforming theoperational checkthe1BEDGwasdeclaredbackinserviceat1352.The1BEDGwasunavailable for28hrs.FailureSummary:Thisisthesecondvalidfailureofthe1BEDGintheprevious20valid'tests.The1BEDGhasaccumulated 42validtestssincetheimplementation ofTechnical Specification 3.8.1.1(July1990).Thecurrentsurveillance intervalisoncepersevendaysperTechnical Specification 4.8.1.2.2.
