OurnationisinaperiodinwhichmanypeoplehavelostfaithintheirgovexnIrent's resolvetodotherightthing,particularly regarding nuclearpower.Andweshoulddoanyt1~gwecantohelprestorepublicconfidence ingovernment andgivepeopletheopportunity tovoicetheiropinions.

Becausepersonswithobjections totheCookplansinadvertently werenotnotifiedbytheNRC,theydidnothavetheopportunity tocallfor.ahearingatanearlierstage.Iamtold,however,thatpersonswithspecificobjections canaskforapublichearingwithin45daysaftertheplansarereviewedandapprovedbytheNRC.Ithinkyoushouldextendtheopportunity thatwasmissedearlierandmakeevexyefforttohearandconsiderallsidesinthisdecision.

Nooneshouldbeabletofairlysaythattheregulatory processwasashaminthiscase.Asyoumayknur,Ihavecalledforaoratorium onnuclearpowerplantconstruction notalreadyunderway.

Iamconcerned aboutnuclearpowerplantaccidents, lmr-level radiation andwaste.Ihaveseriousdoubtaboutourlong-term abilitytodealwiththedangerous wastegenerated bythenuclearpowerplants.ButIhavenotca1ledforashutdownofoperating nuclearpower-plants orplantsunderconstruction, andIrealizewehavetostorethewastebeinggenerated bytheseplants.Iunderstand theneedtoexpandwastefacilities.

Theonlyalternative wouldseemtobetransportation ofthewastetoanotherstoragesite,andthatwouldbedangerous foranumberofreasons.Itdoesseemtomethatrequestsformarestoragespaceoonfixmmydoubtsaboutthenuclearpcmerplantindustxy's abilitytosolvethewasteproblem.Consumers Power,forexample,isaskingformrewastestoragespaceforitsMidland,Michigan, pcwerplantthatisstillunderconstruction.

Mydoubtsaside,IthinktheCooksituation callsforanextraeffort,bythegovernment toberesponsive toitscitizens.

Unchecked biddingonfederally regulated projectshasnumerousadverseconsequences.

First,thereisunnecessary costtothetaxpayerintermsofnewsecurityclearances, recruitment andtrainingofemployees, unem-ploymentandwelfarecosts,andoverallfinancial losstoacommunity intaxandconsumerdollars.Second,thereisperiltothesecurityofafacilityinthatcontinuity ofoperations isbrokenandformeremployees whohaveanintimateknowledge ofthefacilitytendtoremaininthecommunity.

Third,thesituation isproductive oflaborunrestcontrarytothemandateoftheNationalLaborRelations Acttopromoteandpreservindustrial stability.

And,finally,thelossandhardshipsufferedbyemployees andtheirfamiliesisincalculable.

Itismushrooming throughout theCountry.Securityguardswhohavegivenmanyyearsofdedicated andcompetent servicetoafederally ownedand/orprivately ownedbutfederally regulated facilityaresuddenlyadvisedthattheiremployment isterminated.

Theyneitherinfluence norcontrolthatdecisionandarepowerless toreverseit.Theyaresimplyvictimsofabiddingsystemwhichvariousfederalagencieshave"failedtoregulateinthebestinterestofasecurityperformance, employeejobsecurityandtaxpayerwelfare.Onlythecontractor andsub-contractor benefitbysystemwhichabrogates collective bargaining agreements andempl,oyee job'security, andperpetuates sub-standard wagesandbenefits.

Itisnowonderthatguardagencyoperations aremarkedbyhighemployeeturnoverandreducedsecurityperformance.

Yetwhenemployees throughcollective actionraisetheirwages,benefits, andjobsecuritytoadecentlevel,theprincipal contractor reletsthebidtoanunorganized guardagency.Unfortunately, theServiceContractActandotherlegislation isnotadequatetocorrectthesituation.

Thereisbothacompelling needforspecificlegislation and,mostparticularly, foranewattitudeandmeansofcommunication andcooperation amongfederalregulatory agencies.

Fox'anyyearsourUnionhadsimilarproblemsatNASAfacilities throughout theCountry.InlargemeasuretheseproblemsweresolvedbytheServiceContractActandthecooperation ofNASAadministrators.

Suchaprogramandattitudeisnowurgentlyneededatbothfederally ownedandprivately owned,butfederally regulated, nuclearpowerplants.Thefutureofonehundredsecurityguaxdsandtheirfamiliesandthefortunesofasmallcommunity inWesternMichiganareatstakeinthismatter.Thesituation demandscorrective actionwhichcanbeoffutureapplication toemergingsituations atnuclearplantsthroughout theCountry.OnbehalfoftheInternational Union(UPGWA),anditsmembersthroughdut theCountry,Iurgentlyrequestthatyougivethismatteryourimmediate attention.
