~onthelosso'voltage relaysoverasevenyearperiod,68werefoundtobeoutsideoftheT.S.tolerances.

Ofthe66individual calibrations performed onthedegradedvoltagerelaysoverasevenyearperiod,41werefoundtobeoutsideoftheT.S.tolerances.

Theamountofdeviation fromtheallowable setpointbandwaslimitedand'distribution amongtherelayswasrandom,indicating noparticular relaytobe.,defective.

Asurveyofotherutilities whichusethistypeofrelayrevealed'th'attheperformance ofourrelaysisconsistent withtheirexperience andwithinmanufacturer's specifications.

Eachrelaywasreadjusted towithinallowable valuesatthetimeitwasdiscovered outofspecification.

TheLossofVoltagerelaysareinstalled tosensealossofoffsiteornormalauxiliary powertotheESS4KVbuses.Oncethelossofvoltagehasbeensensedandafteratwo-second timedelay,theserelaysina2/3phaseslogicinitiateloadsheddingandemergency dieselgenerator starting.

TheDegradedBusVoltagerelaysareinstalled tosensedegradedreservepowerfeedtotheESS4KVbusesand,ona2/3phaseslogicwithatwo-minute timedelay,tripopenthereservefeedbreakersandstarttheemergency dieselgenerators.

Oncetheemergency dieselgenerator hasrestoredbusvoltageto.normal,safetyloadsaresequenced ontothesafetybuses.TheTechnical Specifications forUnit1and2haveexistingsetpoints of80percent(+.5X,-1.0X)fortheLossofVoltageand90percent(+1.0/.,-.5X)fortheDegradedGriddetection.

Thetolerance onthesewetpoints arecloserthantherelayscanobtain,andmoreimportantly, closerthanrequiredforperforming their'intended

function, i.e.,sensinglossofnormalvoltage,initiating loadshedding, anddieselstarting.
