SUMMARY OF TELECONFERENCE HELD ON DECEMBER 22, 2015, BETWEEN THE NRC AND EXELON GENERATION CO., LLC, CONCERNING THE LASALLE COUNTY STATION LICENSE RENEWAL APPLICATION (TAC NOS. MF5347 AND MF5346)
The U.S. Nuclear Regulatory Commission and representatives of Exelon Generation Co., LLC (Exelon or the applicant) held a telephone conference call on December 22, 2015, to discuss and clarify the applicant's plan regarding the inspection of core plate rim hold-down bolts as described in the LaSalle County Station, Units 1 and 2, license renewal application. The telephone conference call was useful in clarifying the applicant's intent.
Enclosure
1 provides a listing of the participants and Enclosure 2 contains a summary of the topics discussed with the applicant.
The applicant had an opportunity to comment on this summary.

Jim Jordan Exelon Randy Schmidt Exelon Cortney Scheidt Exelon ENCLOSURE 2 SUMMARY OF TELEPHONE CONFERENCE CALL LASALLE COUNTY STATION, UNITS 1 AND 2 LICENSE RENEWAL APPLICATION DECEMBER 22, 2015 The U.S. Nuclear Regulatory Commission (NRC or the staff) and representatives of Exelon Generation Co., LLC (Exelon or the applicant) held a telephone conference call on December 22, 2015, to discuss and clarify the applicant's Boiling Water Reactor Vessel and Internals Project (BWRVIP) Deviation Disposition regarding the inspections of the core plate rim hold-down bolts as described in the LaSalle County Station, Units 1 and 2 (LaSalle), license renewal application (LRA). Given that LRA Appendix C indicated that LaSalle has a Deviation Disposition from the inspection guidelines in BWRVIP-25 that will expire at the end of December 2015, the staff required clarification regarding how the bolts will be age managed in the period of extended operation (PEO). The applicant clarified that Exelon has filed an update to the Deviation Disposition, which states that the deviation will remain in effect until the revised BWRVIP inspection guidance is approved by the NRC or some other NRC approved solution is implemented. The applicant discussed that it would provide a letter to supplement the LRA, updating LRA Appendix C in this regard. The staff clarified that the focus of this question is not on the time-limited aging analysis that evaluates the loss of preload of the hold-down bolts, but rather the inspection methodology.
Since, currently, there are implementation issues with the staff-approved inspection methodology for the core plate rim hold-down bolts (i.e., ultrasonic or visual), the staff needs additional clarification on how the applicant will ensure that the bolts will maintain their intended function throughout the PEO. The applicant stated that in order to provide assurance that the bolts will maintain their intended function throughout the PEO a commitment will be considered to either install core plate wedges no later than the last refueling outage prior to the PEO, or submit to the NRC a revised inspection plan for the core plate rim hold-down bolts no later than 2 years prior to the PEO. It was agreed that the outcome of this consideration should be a letter from the applicant to the NRC, supplementing the LRA, as appropriate, to allow the staff to review any proposed additional aging management activities related to the core plate rim hold-down bolts.
