(817) 860-8110 I, Robert D. Martin, hereby make the following voluntary statement to R. K. HERR, who has identified himself to me as an Investigator with the U.S.
Nuclear Regulatory Commission. I make this stetement freely with no threats or promises of reward having been made to me.
On December 6, 1984 at approximately 9:40 a.m., I attended a meeting between Louisiana Power & Light (LP&L) corporate executive management and the NRC Region IV staff that took place in the Region IV conference room. This meeting was for the purpose to discuss LP&L's corrective actions concerning a drug investigation regarding reactor operators that LP&L initiated in May of 1983. During the closing statements regarding LP&L's position, Mr. R. S. LEDDICK, Senior Vice President - Nuclear Operations at LP&L, explained to me words to the effect that he was only infomed about this investigation just recently and no one briefed him on this investigation when he started to work for LP&L. A few minutes later, the meeting was concluded at approximately 12:20 p.m.
It is my understand that Mr. LEDDICK started working for LP&L on July 25, 1983.
I have read the foregoin statement consisting of                      ! typed page. I have made and initialed any necessary corrections and have signed my initials at the bottom of the page. I fullyanderstand and have discussed the statement with Investigator HERR. This 3tatement is the truth to the best of my knowledge and belief.          /
