As requested, i have evaluated the readability level of the brochure Plans to Aid Area Residents During Emergencies.

Fi rst, I want t o mal < e some comments about readability in general. Second, I t.ill comment on the readability of the brochure in particular.

Traditionally, inadability formulas have focused on the surf ace characterist ics of texts such as length of words and lengths of sentonces. AltFough such surface features are good indites of a text's difficulty level, long words and long sentences cu nat cause a text to be difficult.

Using shorter words and shorter centences will not make a text easier t o understand.

More rccer,tly, leading researchers have begun to consider other f actors that rnight make reading difficult including number of ideas per sentence, the familiarity of the concepts or how wel.1 organized the text is. However, this work is still relatively new and so we usually rely on the l more tr:1ditional foruulas.

I used a widaly an:epted readabilit.y fortrula ( F ry, Journal of Readir.q, December, 1977, H , 242-252) and took four 100 word samples f r o.n the preso part s of tlie brochure. The Fry readabili ty forriola in based on the number of syllables and length of sentences. For the four 100 teord samples the average number of syllables was 165 and the average number o f sentences was 4.8. This graphs out t o an average reading dif ficulty level equal to first ,vear college material. Again, this does not say how easy or hard t he i np , graphs, or illustrations are to read.

I would like to make some ot-her comments about the reading level of the brochure bared on intuition. The format is such that It seems df.fficult to find the vital information. Moreover, the brocl'ure is full of ron-vital detail (Interesting, but too much). I think that an ac, ult wir.h poor reading skills would find i.t difficult to vade through all the details to get to the impottant facts (Nhich radio station to turn to).

The above statements ,tre true and correct to the best of my personal knowledge and belief.
