LP&L WATERFORD REFERRAL TO 00J Richard Herr, Donald Driskill, and I spoke with Mr. Julian Greenspun, Deputy Chief for Litigation, General Litigation and Legal Advice Section, Criminal Division, Department of Justice, regarding the above referenced referral on February 26, 1985.

We spent quite some time briefing Mr.

Greenspun on the facts and answering his questions.

Upon conclusion of this phase of the discussion, Mr. Greenspun stated he was declining prosecution and was deferring to administrative action. Mr. Greenspun also advised he would be sending Messrs. Cain and Leddick letters regarding the subject of this
