Dear Sir:

Entergy has conducted a detailed review of the referenced document per the request of the Nuclear Regulatory Commission. Entergy's comments, which are comprised of input from representatives of each of our licensed facilities (i.e. Arkansas Nuclear One, Grand Gulf Nuclear Station, River Bend Station and Waterford 3 Steam Electric Station), were consolidated with the comments prosided to the Nuclear Regulatory Commission this week by the Nuclear Energy Institute regarding this proposed revision to 10CFR26. While the Nuclear Energy Institute comments are more exhaustive than those developed by Entergy, we are in full agreement with the entire Nuc1 car Energy Institute document.

Although Entergy is not in complete agreement with all aspects of the proposed resision to 10CFR26, we do support the Nuclear Regulatory Commission's desire to make objectives of 10CFR26 clearer and more effective, while reducing unnecessary burden on nuclear licensees. We encourage the Nuclear Regulatory Commission to give earnest consideration to the comments presented by the Nuclear Energy Institute. The comments blend the strength of the Nuclear Regulatory Commission proposed resision with the practicality, derived by the fitness-for-duty experience of licensees, required to make the program enhancements truly effective.
