Dear Mr. Chilk:

The referenced Federal Register listing and administrative letter invited comments on the NRC's pilot program for recognition of good performance by nuclear power plants. Entergy Operations, Inc.,(EOI) the licensee for Arkansas Nucler.r One, Units 1 and 2, Grand Gulf Nuclear Station, River Bend Station, and Waterford 3 Steam Electric Station has reviewed the Federal Register )

notice and administrative letter and offers the following comments for your consideration. l We endorse NEI's response to you dated October 3,1994. Although Entergy Operations, Inc. l has a plant on the good performer list, we believe it inappropriate for the NRC to establish programs which go beyond its statutory responsibilities. We know of no other regulatory agency which provides a listing of good performers. For instance, the FAA does not issue a list of the  ;

best performing airline companies. l l

We appreciate the opportunity to provide our comments on this request and welcome any opportunities for the industry and NRC to work together to improve the regulatory environment.
