~ u On December 10, 1984, I, as well as Mr. Eisenhut, NRR, Mr. Christenbury, OELD, Mr. Herr, 01:RIV, briefed Mr. Bob Martin, Regional Administrator, Region IV, on Comanche Peak and Waterford investigations.
It was agreed that on December 11, 1984 Mr. Martin was to call Jim Cain, CEO, Waterford, and request they (applicant) reinitiate a narcotics investigation.

As ree.uested, during our May 11, 1983 coeting at k'aterford 3 several itesa ci cencern vere identified and recorzendations for solutions have been developed for your review and consideration. As a result of the recent investigatien revealins L76L company e=ployees apparent use of illegal narcetics, the following enjor items were identified as requiring atten-tien.
1.
Davelop job rules addressing drug and alcohol abuse.
2.
Conduct on-site informative sessions f or job rules of above.
3.
Post job rules thrcughout plant property.
4.
Develop procedure whereby all co :pany employees and contractors acknowledge their understanding and cor.pliance to job rules requiring each to sign statenent of same.
5.
Develop strategy for "Fitness for Duty Rules",
j 6.
Develop Drug Awareness Program for all enployees.
7.
Resca:ch program for unannounced blood and urine analysis.
8.
Impleoent unannounced narcotics searches (K-9 and narcotics inspectors) 9.
Develop and in:plement undercover operation to identify and docur.ent suspected narcotics use on-site.
