1 High Pressure Core Spray 1 Low Pressure Core Spray 3 Low Pressure Coolant Injection Loops 1 Automatic Depressurization System Does the Emergency Core Cooling System at Perry have any other systems above and beyond these minimum requirements?

===Response===
The make-up of the PNPP ECCS is described in detail in sections 6.3.1.2 and 6.3.2 of the FSAR.                                                  That description is accurate and complete.
Applicants note that the only ECCS systems relevant to Issue #4 are the High-Pressure Core Spray and the Low-Pressure Core Spray.                                                Because the 30  Sector Steam Tests are not related to any of the other ECCS systems, questions directed at those

9 systems are irrelevant and beyond the scope of the Issue. See 10 C.F.R. S 2.740(b)(1).

===Response===
The term " prototype" in sections 1.5.1.1 and 3.9.2.4 of the FSAR refers only to the BWR size for the purpose of the vibration testing program. The- spargers used in the PNPP ECCS are not considered prototypes, and, therefore, do not require more stringent testing.

The High-Pressure Core Spray and the Low-Pressure Core Spray.

: 40. Would the full scale 30' sector steam test involve other, auxiliary systems not directly related to the phenomena at question, but nonetheless necessary for ECCS operation under real conditions (e.g., diesel generators)?

===Response===
No. Applicants note that such auxiliary systems are irrelevant to the question of core spray distribution. See 10 C.F.R. S 2.740(b)(1).

: 41. Describe in detail the ECCS tests in Europe that demon-strated unpredicted effects and which led, in part, to the formulation of TAP A-16. Explain how these tests relate to PNPP.

===Response===
The history of the European ECCS tests is described in detail in General Electric document NEDO-20566, Amendment 3.
(" General Electric Compec ' Analytical Model For Loss of Coolant Analysis In Accordance With 10 C.F.R. Part 50, Appendix K").
The document will be supplied for inspection at PNPP. See

The European tests are related to PNPP in that they led to further analysis of various nozzles types. The nozzle type found to be least sensitive to a steam environment was selected for the BWR/6 design, and is used on the spargers installed in PNPP.

APPLICANTS' ANSWER TO SUNFLOWER ALLIANCE, INC. ET AL. SECOND SET OF INTERROGATORIES TO APPLICANTS Applicants for their answers to Sunflower Alliance, Inc.

et al. (" Sunflower") Second Set of Interrogatories to Appli-cants, dated April 30, 1982, state as follows:

Applicants hereby respond to the interrogatories directed to Issue #4. As agreed between counsel for Applicants and counsel for Sunflower, Applicants will respond later to the interrogatories directed to Issues #1 and #6.

All documents supplied to Sunflower for inspection will be produced at Perry Nuclear Power Plant ("PNPP"). Arrangements 8206290297 820625 PDR ADOCK 05000440 O PDR h_ Yu

to examine the documents can be made by contacting Mr. Ronald l Wiley of The Cleveland Electric Illuminating Company at (216) 259-3737. Applicants will provide copies of any of the produced documents, or portions thereof, which Sunflower requests, at Appl'icants' cost of duplication. Arrangements for obtaining copies can be made with Mr. Wiley.

RESPONSES

37. Section 6.3.1.1.2 of the P'NPP FSAR states that, as a minimum, the following equipment shall make up the ECCS:

1 High Pressure Core Spray 1 Low Pressure Core Spray 3 Low Pressure Coolant Injection Loops 1 Automatic Depressurization System Does the Emergency Core Cooling System at Perry have any other systems above and beyond these minimum requirements?

Response

The make-up of the PNPP ECCS is described in detail in sections 6.3.1.2 and 6.3.2 of the FSAR. That description is accurate and complete.

Applicants note that the only ECCS systems relevant to Issue #4 are the High-Pressure Core Spray and the Low-Pressure Core Spray. Because the 30 Sector Steam Tests are not related to any of the other ECCS systems, questions directed at those

9 systems are irrelevant and beyond the scope of the Issue. See 10 C.F.R. S 2.740(b)(1).

38. The Applicant's FSAR states (Sections 1.5.1.1, 3.9.2.4) that Perry is the prototype 238 size BWR/6 plant. Describe in detail any special, more stringent testing requirements for prototype plants, especially those pertaining to the ECCS.

Response

The term " prototype" in sections 1.5.1.1 and 3.9.2.4 of the FSAR refers only to the BWR size for the purpose of the vibration testing program. The- spargers used in the PNPP ECCS are not considered prototypes, and, therefore, do not require more stringent testing.

39. Which of the four ECCS component systems listed in il would be under test in a full scale 30* sector steam test?

Response

The High-Pressure Core Spray and the Low-Pressure Core Spray.

i

40. Would the full scale 30' sector steam test involve other, auxiliary systems not directly related to the phenomena at question, but nonetheless necessary for ECCS operation under real conditions (e.g., diesel generators)?

Response

No. Applicants note that such auxiliary systems are irrelevant to the question of core spray distribution. See 10 C.F.R. S 2.740(b)(1).

l

41. Describe in detail the ECCS tests in Europe that demon-strated unpredicted effects and which led, in part, to the formulation of TAP A-16. Explain how these tests relate to PNPP.

Response

The history of the European ECCS tests is described in detail in General Electric document NEDO-20566, Amendment 3.

(" General Electric Compec ' Analytical Model For Loss of Coolant Analysis In Accordance With 10 C.F.R. Part 50, Appendix K").

The document will be supplied for inspection at PNPP. See

" Applicants' Answer to Sunflower's Request for Production of Documents," filed May 28, 1982, response to Document Request

  1. 9(G).

The European tests are related to PNPP in that they led to further analysis of various nozzles types. The nozzle type found to be least sensitive to a steam environment was selected for the BWR/6 design, and is used on the spargers installed in PNPP.

42. Name any BWRs in this country which have been required to perform a full scale 30 degree sector steam test before being authorized for operation by the NRC.

Response

There are no such BWR's.
