These Interrogatories and the Request for Production of Documents are filed by Applicants pursuant to the Licensing Board's Special Prehearing Conference Memorandum and Order, LBP-81-24, 14 N.R.C. 175 (1981), the. discovery-schedule estab-lished by the Licensing Board's Memorandum and Order (New Con-tention on Diesel Generators), dated December 23, 1983, and the Nuclear Regulatory Commission's Rules of. Practice.~ The Inter-rogatories and Document Request are directed.toward Intervenor Ohio Citizens for Responsible Energy'("OCRE") and pertain to Issue No. 16, concerning the reliability of'the standby diesel generators manufa:tured for the Perry Nuclear Power Plant-("PNPP") by Transamerica Delaval, Inc. .("Delaval" or "TDI").

The Interrogatories submitted herein are filed pursuant to 10 C.F.R. 5 2.740b, which requires that the Interrogatories be answered separately and fully in writing under oath or affirma-tion within 14 days after service. The Interrogatories are in-tended to be continuing in nature; and the answers must be im-mediately supplemented or amended, as appropriate, should OCRE obtain any new or different information responsive to the Interrogatories.

The Request for Production of Documents is filed pursuant to 10 C.F.k. $ 2.741, which requires that OCRE produce and ei-ther furnish copies of or permit Applicants to inspect and copy any documents responsive to the request which are in the pca-session, custody or control of OCRE. The Request for Produc-tion of Documents also is continuing in nature and OCRE must produce immediately any additional documents it obtains which are responsive to the Request.

For purposes of these Interrogatories, the term "docu-ment (s)" means all writings and records of every type in the possession, control or custody of OCRE, including, but not lim-ited to, memoranda, correspondence, reports, surveys, tabu-lations, charts, books, pamphlets, photographs, maps, bulle-tins, minutes, notes, speechen, articles, transcripts, voice recordings, and all other writings or recordings of any kind.

" Document (s)" shall also mean copies of documents even though the originals thereof are not in the possession, custody or control of OCRE.

For purposes of these Interrogatories, a document shall be deemed to be within OCRE's " control" if OCRE has ownership, '

possession or custody of the document or copy thereof, or has the right to secure the document or copy thereof from any per-i sen or public or private entity having physical possession thereof.

When identification of a document is requested, briefly describe the document, i.e., letter, memorandum, book, pam-phlet, etc., and state the following information as applicable to the particular document: name, title, number, author, date-of publication and publisher, addressee, date written or ap-proved, and the name and address of the person (s) having pos-

(a) State whether you agree that the maximum tor-sional stress on the PNPP standby diesel generator crankshafts is only 60 percent of the design stress, and that the margin of safety at PNPP is therefore sufficiently great that there is reasonable assurance that the crankshafts will not crack from torsional stress throughout the life of the plant. If your an-swer is other than affirmative, describe in detail the bases for your answer.

(b) Describe in detail the bases for your assertion that, with respect to diesel generator crankshafts, " lower tor-sional stresses may not be a factor favoring safety." OCRE Re-sponse at 2 n. 4.

(c) State what you believe to be the range of tor-sional stresses for the PNPP standby diesel generators which would prcduce crankshaft cracking growth rates low enough not to be detected prior to completion of preservice testing but high enough to cause crankshaft failure before the end of the 40 year life of the plant. Describe in detail the bases for your answer.
