APPLICANTS' SUPPLEMENTARY RESPONSES TO OHIO CITIZENS FOR RESPONSIBLE ENERGY'S TENTH, FLEVENTH AND TWELFTH SETS OF INTERROGATORIES TO APPLICANTS RELATING TO ISSUE NO. 16 Applicants hereby supplement their answers to Ohio Citizens for Responsible Energy's ("OCRE's") Tenth, Eleventh, f and Twelfth Sets of Interrogatories to Applicants, dated respectively, January 6, 1984, February 17, 1984 (served February 18, 1984), May 14, 1984 (served May 15, 1984), and i state as follows:

APPLICANTS' SUPPLEMENTARY RESPONSES Neither the original interrogatories, nor Applicants' original responses have been reproduced. The following consists only of Applicants' supplementary responses.

The TDI Diesel Generator Owners Group Program provides an additional basis for Applicants' belief in the reliability of the Transamerica Delaval, Inc. ("TDI") diesel generators installed at PNPP.

e CEI has actively participated in this effort. The TDI Diesel Generator Owners Group Program Plan was reviewed by the NRC and a Safety Evaluation Report on the overall program was published on August 13, 1984. The NRC staff found that the Program Plan incorporated the essential elements needed to resolve the outstanding concerns relating to the reliability of the TDI diesel generators for nuclear service, and to ensure that the engines comply with GDC 1 and GDC 17. See BN-84-152.

Phase I of the Program, resolution of known, potentially generic problems, has already been completed. The fifteen final reports addressing each of the identified problems have been submitted to the NRC. Where applicable, PNPP has incorporated the recommendations of each of these documents into its TDI engine program. Phase II of the Program, the Design Review / Quality Revalidation ("DR/QR") effort has also been implemented at PNPP. The PNPP DR/QR Report has been completed, and was submitted to the NRC on January 17, 1985.

A detailed discussion of PNPP's participation in the Owners Group Program is contained in the PNPP TDI Diesel Generator Program Plan which was submitted to the NRC on January 17, 1985. Copies of the aforementioned reports are available for examination at PNPP.

The fact that the DSRV-16-4 TDI diesel engines installed at Comanche Peak (the " lead" engines for PNPP) have undergone considerable operational testing (750 hours0.00868 days <br />0.208 hours <br />0.00124 weeks <br />2.85375e-4 months <br />) without incident also provides a basis for Applicants' belief in the reliability

of the TDI diesel generators.

Interrogatory 10-8:

PNPP's DR/QR Program, conducted as part of the owners Group Program, provides additional assurance that the specifications for the TDI diesel generators in place at PNPP were met. See PNPP DR/QR Report and the PNPP TDI Diesel Generator Program Plan. These documents are available for examination at PNPP.

Interrogatory 10-16:

Further measures taken to assure quality of the design are detailed in the Owners Group Program Plan, the PNPP DR/QR Report, and the PNPP TDI Diesel Generator Program Plan. Each of these documents is available for examinativa at PNPP.

Interrogatory 10-21:

Information on the forging and machining of the crankshafts for the Unit 1 engines is contained in the PNPP DR/QR Report which is available for examination at PNPP.

Interrogatory 10-22:

(b) Information on connecting rod bearing shells is available in the Owners Group Report, " Design Review of Connecting Rod Bearing Shells for Transamerica Delaval Enterprise Engines," which is available for examination at PNPP. The Owners Group acceptance criteria on porosity for the connecting rod bearing shells in place at PNPP was verified as part of PNPP's DR/QR effort.

m (c) Non-destructive examination of the bearing shells was performed according to the Owners Group recommendations. j Results have not yet been compiled. See PNPP TDI Diesel Generator Program Plan, available for examination at PNPP.

Interrogatory 10-25:

Information on the recommended oil film presst re is contained in the Owners Group Report, " Design Review of Connecting Rod Bearing Shells for Transamerica Delaval Enterprise Engines," which is available for examination at PNPP.

Interogatory 10-26:

Information on the replacement of connecting rod bearing shells at PNPP is contained in the PNPP TDI Diesel Generator Program Plan, available for examination at PNPP. The bearing shells replaced were replaced with like-model shells.

Interrogatory 11-4:

Actions taken with respect to the cylinder heads on the PNPP diesel engines are discussed in the PNPP TDI Diesel Generator Program Plan, available for examination at PNPP.

Interrogatory 11-5:

(a) The AH-type pistons have been replaced by AE-type pistons in the PNPP standby diesel generators in Unit 1.

(b) See Applicants' response to Interrogatory 14-2(c).

(c) The piston crown-skirt separation problem was investigated in Phase I of the Owners Group Program. Results of the investigation are contained in " Investigation of Types AP and AE Piston Skirts," dated May 23, 1984, and "The Influence of Thermal Distortion on the Fatigue Performance of AF and AE Piston Skirts," dated June, 1984. The AH-type piston skirts at PNPP were replaced by AE-type piston skirts because of the more extensive operating history of the AE-type skirt.

Interrogatory 11-6:

Information on the diesel engines' cylinder liner is contained in the Owners Group reports, " Design Review of TDI R-4 and RV-4 Series Emergency Diesel Generator Cylinder Blocks and Liners," dated June, 1984, and " Design Review of TDI R-4 and RV-4 Series Emergency Diesel Generator Cylinder Blocks,"

dated December, 1984. These reports are available for examination at PNPP.

Interrogatory 11-9:

(c) PNPP-unique components have been reviewed in the DR/QR effort. See PNPP TDI Diesel Generator Program Plan and the_PNPP DR/QR Report, both of which are available for examination at PNPP. The PNPP DR/QR Report also notes the applicability of the previously prepared lead engine design / quality reviews to PNPP.

(e) The PNPP TDI Diesel Generator Program Plan and the PNPP DR/QR Report contain information on the specific components and types of inspections being performed to ensure that the parts identified on the TDI parts list and the spare / replacement parts are identical to those used in the PNPP i
