In the Matter of Docket Nos. 50-259 Tennessee Valley Authority 50-260 50-296 BRONNS FERRY NUCLEAR PLANT (BFN) - TVA BFN TECHNICAL SPECIFICATION NO- 246 In accordance with the provisions of 10 CFR 50.4 and 50..90, we are submitting a r'equest for an amendment to licenses DPR-33, DPR-52, and DPR-68 to change the BFN Technical Specifications for units 1, 2, and 3 (enclosure 1).

1 The proposed change deletes the organizational charts and references to these from section 6 of the technical specifications in accordance with Generic Letter 88-06. The description, reason for change, and justifications in support of the change are enclosed (enclosure 2). A proposed determination of no significant hazards consideration is provided (enclosure 3).

He request that this change be processed on an exigent basis. Approval and implementation of this proposed amendment would greatly facilitate the planned reorganization of TVA's management structure as described in our June 3, 1988 letter to S. D. Ebneter. The reorganization will enhance TVA's management function, and ultimately nuclear safety, by consolidating the current functions within the Office of Nuclear Power into seven areas. Each of the seven areas wi 11 report to a Vice President, thus reducing the number of managers reporting directly to the Senior Vice President (Manager of Nuclear Power). This narrowing of the Senior Vice President's span of control is consistent with NRC comments on TVA's management structure provided, in the July 1987 safety evaluation report on TVA's Corporate Nuclear Performance Plan.
