Thereareatotalof3072flowpassagesintheIceCondenser.

(usedtomaintainicecondenser temperature) wereintermittently inoperable formaintenance and/orrepair.Inaddition, astheresultofapersonnel error,mostoftheAHU'swereinoperable foraperiodofaboutfourdaysattheendofJuly;however,ithasbeenconcluded thattheinoperability oftheAHU'sdidnotsignificantly contribute tothefrostandiceformation experienced; 2)duringtheUnitshutdownimmediately preceding thissurveillance, itwasdiscovered thatasecondary sidesteamleakhadoccurredinsidecontainment, possibly'affecting thehumidityintheicecondenser; however,ithasbeenconcluded thatthesteamleakagedidnotsignificantly contribute tothefrostandiceformation experienced, astheformation wasverysimilartothatexperienced inthepast(theonlyapparenteffectofthesteamleakontheicecondenser wasminoramountsoffrost/ice formation ontheintermediate deckdoors).Withtheexception oftheAHU's,therewerenoinoperable structures, components orsystemsthatcontributed tothisevent.CauseofEventItisbelievedthatsublimation oficeorhighhumidityinthecontainment aircouldhavecontributed tothisproblem.Furtherinvestigation ofthisevent.isongoing.AnalsisofEventTheWestinghouse evaluation indicated thatlatti'cefrost/ice formation ofupto20percentofthetotalflowpassageareacouldbepresentwithoutthepeakIceCondenser Compartment Pressureexceeding thedesignlimit.Sincethefrost/ice buildupidentified inBays1,2,3,4,6,8,12,14and15constitute atotalflowblockageareawhichislessthan20percentlimit,thissituation isboundedbytheWestinghouse evaluation.
Ourevaluation indicates thattheamountofflowblockageduetofrostandicebuildupnotedintheIeeCondenser canbetolerated withoutadversely affecting theIceCondenser functionduringaLossofCoolantAccident.
Basedontheaboveinformation andtheWestinghouse evaluation, itisconcluded thattheabnormaldegradation eventdoesnotconstitute anunreviewed safetyquestionasdefinedin10CFR50.59(a)(2),
nordoesitadversely impacthealthandsafety.Though-ourevaluation hasconcluded thatthedegradation isnotserious,webelieveissuanceofthisvoluntary LERisappropriate sincesomedegradation hasbeenidentified.
