BasedonourcurrentprogressintheRestartPlanandthebestavailable information, ourrestarthasbeendelayeduntilfirstquarter1999.Thisschedulechangeisnecessary tosupportanimprovedsequencetosupporticebasketrepairqualityrequirements, additional scopeduetoicebasketinspections, andtointegrate engineering workitemsassociated withvalidating theicecondenser designbasis.Attachment 1'.providesthetoplevelschedulewithadditional detail.Wehaverecentlyapprovedarevisiontothefinalrestartplan.Thisrevisionupdatestheplantoinclude:actionsassociated withthe0350restartchecklist; controlofthemanagement reviewboardcondition reportreviewprocess;expansion ofrolesandresponsibilities; directions forcompletion ofactionplans;restructuring theplantoreflectrestartprocesselements; andimprovedschedulechangecontrol.Attachment 2providesacopyofrevision3totheRestartPlanforyouruseinfollow-up inspection activities.

Itisrecognized thattherearepotential challenges totheschedule, whichwewillcontinuetopursueuntilappropriately resolved.

Asoneexample,weareimplementing athoroughverticalsliceinspection ofourauxiliary feedwater system.Anyfindingsduringthisinspection willbeevaluated forpossibleimpactonpreviously completed systemreviewsandre-inspections ofsystemswhichmayimpactthecurrentscheduleforcompletion ofrestartactivities.

Further,'

detailedvalidation oftheupdatedfinalsafetyanalysisreportisinprogressfor21selectedrisksignificant systems.Appropriate disposition ofanydiscrepancies discovered duringthevalidation mayalsorepresent aschedule980922004b 9809lbPDRADOCK050003i5PPDRJ U.S.NuclearRegulatory Commission Page2AEP:NRC:1260GF challenge.

Finally,toprovidereasonable assurance thatourrestartplanisthoroughandadequatetoaddresssignificant

concerns, weareintheprocessofreviewing andvalidating ourstrategies foraddressing thefundamental rootcausesoftheextendedshutdownandmajorhardwareprogrammatic problems.
