Thesur-veillance requirements andtimelimitsofT.S.3.8.1.1.Actionb.weremet.AlsotheBD/Gwastestedsatisfactorily on1/18/80andagainon1/24/80soitwasoperableduringtheperiodinquestionaswasthe"A"Startuptransformer, and(exceptfortheperiodon1/24/80)"A"D/G.Thebreakerwasclosedby3:15PMon1/24/80.Theapparentcauseisanimproperly labeledbreaker.Forinterimprotection untilthismatterhasbeenthoroughly investigated, theAandBbreakercubicleshavebeenlockedandarebeingsurveilled daily.(Thebreakerswerecheckedevery2hoursuntilthisactionwascompleted.)

Also,noswitching ordersonthissystemwillbeperformed untilwearesuretheproblemhasbeenthoroughly investigated andisfullyunderstood.

Investigation andeval-uationwillbecontinued andfinalresultsincluding furthercorrective actionwillbereported.
