==Dear Mr. Ronningen:==
On August 1, 2013, the U.S. Nuclear Regulatory Commission (NRC) completed an Independent Spent Fuel Storage Installation Security Inspection at your Rancho Seco facility. The enclosed inspection report documents the inspection results, which were discussed on August 1, 2013, with Mr. S. Flake, Manager, Power Generation, and other members of your staff.
The inspection examined activities conducted under your license as they relate to security and compliance with the Commission's rules and regulations and with the conditions of your license. The inspector reviewed selected procedures and records, observed activities, and interviewed personnel. 
Based on the results of this inspection, the NRC identified two Severity Level IV violations of the NRC requirements. These violations were determ ined to be of low security significance and circumstances surrounding the violations are discussed in the enclosed report. Furthermore, because of the low security significance and because they were entered into your site corrective action program, the NRC is treating these violations as non-cited violations (NCV), consistent with Section VI. A. 1 of the Enforcement Policy. If you contest these violations or the severity level of the NCVs, you should provide a response within 30 days of the date of this inspection report, with the basis for your denial, to the U. S.
