RANCHO SECO BIENNIAL REPORT Shutdown Statistics
- 1.
On June 30, 2000, the NRC issued Material License No. SNM-2510 for the Rancho Seco Independent Spent Fuel Storage Installation (ISFSI), a 10 CFR Part 72 facility located adjacent to the Rancho Seco 10 CFR Part 50 nuclear facility.
- 2.
On April 2, 2001, Rancho Seco staff began loading spent nuclear fuel stored in the Rancho Seco spent fuel pool into canisters for transfer to the ISFSI.
- 3.
On August 21, 2002, Rancho Seco staff completed the transfer of all spent nuclear fuel from the Rancho Seco spent fuel pool to the ISFSI.

On March 21, 2005, the NRC issued SMUD an exemption to 10 CFR 72.44(d)(3) and conforming Amendment No.1 to License SNM-2510.
- 5.
On April 25, 2005, the NRC issued SNM-2510 Amendment 2, authorizing the storage of Greater than Class C (GTCC) waste at the Rancho Seco ISFSI.

On August 22, 2006, the GTCC canister was loaded into the 22nd HSM on the ISFSI pad.
- 7.
On August 11, 2009, the NRC issued SNM-2510 Amendment 3, authorizing the continued storage of six damaged fuel assemblies in five canisters.

On November 24, 2017, the NRC issued Amendment 4 to Material License No. SNM-2510. This amendment authorized the possession and use of a radioactive byproduct material source used to check the functionality of radiation detection instruments. Coincident to the amendment, the NRC approved ISFSI SAR, Revision 7 which describes the manner of control and storage for the radioactive check source.

On March 19, 2018, SMUD submitted a 10 CFR Part 72 License Renewal Application in accordance with 10 CFR 72.42(b).

On June 25, 2018, SMUD submitted RESPONSE TO REQUEST FOR SUPPLEMENTAL INFORMATION FOR ACCEPTANCE REVIEW OF THE APPLICATION FOR THE RENEWAL OF 10 CFR PART 72 SPECIAL NUCLEAR MATERIALS LICENSE NO. SNM-2510 FOR THE RANCHO SECO INDEPENDENT SPENT FUEL STORAGE INSTALLATION (CAC/EPID NOS. 001028/L-2018-RNW-0005;000993/L-2018-LNE-0004) 12.On July 20, 2018, the NRC issued APPLICATION FOR RENEWAL OF THE RANCHO SECO INDEPENDENT SPENT FUEL STORAGE INSTALLATION LICENSE NO. SNM 2510 - ACCEPTED FOR REVIEW (CAC/EPID Nos. 001028/L-2018-RNW-0005; 000993/L-2018-LNE-0004) 13.On August 31, 2018, the NRC notified SMUD of the termination of its 10 CFR Part 50 license (DPR-054). As of this date, the only NRC licensed activities at the Rancho Seco Nuclear Station is the continued storage of Spent Nuclear Fuel and Greater than Class C Radioactive Waste within the ISFSI, licensed under 10 CFR Part 72.
14.On November 20, 2018 the NRC issued REQUEST FOR ADDITIONAL INFORMATION FOR REVIEW OF THE APPLICATION FOR RENEWAL OF THE RANCHO SECO INDEPENDENT SPENT FUEL STORAGE INSTALLATION LICENSE NO. SNM-2510 (CAC/EPID NOS. 001028/L-2018-RNW-0005; 000993/L-2018-LNE-0004) 15.On April 22, 2019, SMUD submitted RESPONSE TO REQUEST FOR ADDITIONAL INFORMATION FOR REVIEW OF THE APPLICATION FOR THE RENEW AL OF I O CFR PART 72 SPECIAL NUCLEAR MATERIALS LICENSE NO. On July 12, 2019, SMUD submitted RESPONSE TO, REQUEST FOR CLARIFICATION OF RESPONSE TO ADDITIONAL INFORMATION FOR THE TECHNICAL REVIEW OF THE APPLICATION FOR RENEWAL OF THE RANCHO SECO INDEPENDENT SPENT FUEL STORAGE INSTALLATION LICENSE NO. SNM-2510 (CAC/EPID NOS. 001028/L-2018-RNW-0005; 000993/L-2018-LNE-0004)
- 18. On March 9, 2020, the NRC issued Renewed License SNM-2510 and the Technical Specifications. The renewed license expires June 30, 2060.
RANCHO SECO BIENNIAL REPORT
- 19. On,August 2, 2021, SMUD submitted Rancho Seco Quality Manual, Revision 5, for NRC approval. Revision 5 updated the executive level position with responsibility for ISFSI operations.
20.On December 13, 2021, the NRC issued a Safety Evaluation Report approving Revision 5 of the Rancho Seco Quality Manual.
- 21. February 14-17th, 2022, SMUD completed the baseline ISFSI aging management inspection.
Summary of Activities
- 1.
SMUD currently stores all the Rancho Seco used nuclear fuel in 21 canisters (20 canisters containing 24 fuel assemblies and one canister containing 13 fuel assemblies) at the Rancho Seco ISFSI. The GTCC material is also stored at the ISFSI in a single canister. All the material stored in the ISFSI is packaged for eventual shipment, although the damaged fuel stored in non-designated canisters requires additional evaluation prior to eventual shipment.
Environmental Reports No new permits related to protection of the environment at the RSNGS location were issued during this reporting period 10 CFR 72.48(d)(1} Safety Evaluation Summary The following is a summary of facility changes, tests, and experiments that required a documented evaluation pursuant to 10 CFR 72.48(d)(1). No changes were implemented that required prior NRC approval.
- 1. RSNAP-001 "Nuclear Organization, Responsibilities, and Authorities" Rev. 3 added section 6.4.2 to ensure a post fire recovery plan is performed for any fire at the ISFSI.
- 2. ISFSI Final Safety Analysis Report (FSAR), Rev. 9. The ISFSI FSAR was revised to reflect changes identified during performance of four 72.48 evaluations performed following termination of the 10 CFR 50 license. The four 72.48 evaluations were performed for voiding the Radioactive Material Storage and Decommissioning Safety Analysis Report, the Post Shutdown Decommissioning Activities Report, the Fire Protection Plan, and the Offsite Dose Calculation Manual.
- 3. Physical Protection Plan, Amendment 9 was revised to clarify the communication methods used in communicating alarm summaries and
RANCHO SECO BIENNIAL REPORT to remove the designation of primary and backup methods of communication.
- 4. RSLBD-020 "Rancho Seco Emergency Plan" Rev. 2. RSLBD-020 was revised to add notification requirements contained in American Nuclear Insurers (ANI)Bulletin 11-01, align initial communication of an emergency to current site conditions, update the name of a State agency, correct internal references, and make editorial corrections to improve readability.

- 5. RSIP-003 "Emergency Actions" Rev. 2 was revised to align with wording in the Rancho Seco Emergency Plan, added requirements to notify ANI, incorporated a revision of the Incident Notification Form,,
and other editorial/administrative changes.

- 6. RSIP-004 "Emergency Preparedness Training" Rev. 2 was revised to remove training exemptions, raise the passing score for exams, added a note regarding notification of ANI during drills and exercises, and other editorial/administrative changes.

- 7. RSIP-005 "Emergency Preparedness Surveillance Program" Rev. 2 was revised to add procedure/form numbers to the corresponding procedure/form titles.

- 8. RSIP-714 "Annual Vendor Accreditation Review" Rev. 1 was revised to correct step numbering errors on Data Sheet 2, add a definition for NVLAP, align the Table of Contents heading with actual section headings, and correct a typographical error.
- 9. RSLBD-040 "ISFSI Aging Management Program" Rev. 0 was issued to establish the aging management program required by Renewed License SNM-2510, Condition 21, and the changes incorporated in Final Safety Analysis Report, Rev. 8, that were approved by the NRC.
- 10. RSIP-209 "Compensatory Measures" Rev. 1 was revised to add specific compensatory measures to be taken for certain alarms.

- 11. RSLBD-020 "Rancho Seco Emergency Plan" Rev. 3 was revised to implement a new Enhanced 911 system and protocol. Changes included adding provisions to call 911 directly and then notify the onsite alarm station, changing the onsite emergency number, and removing the radio frequency of the security-provided radios.
- 12. DCP R21-004 Rev. 0. This 72.48 evaluated installation of a new security kiosk in the vicinity of the current security kiosk. Once the new kiosk is installed, the existing security kiosk will be removed.
- 13. RSIP-713, "Quarterly Sampling of Direct Radiation" Rev. 1 was revised to require verification and documentation of instrument calibration data, updated procedural references, and corrected grammatical and formatting errors.
- 14. RSIP-501 "Rancho Seco AMP Inspections" Rev. 0 was issued to establish the requirements for performing visual inspections of Dry Shielded Canisters, Horizontal Storage Modules, and Basemat as required by RSLBD-040, ISFSI Aging Management Program.
- 15. RSNAP-500 "Visual Inspection of DSCs and Transfer Casks" Rev. 0 was issued to establish the requirements for performing visual examinations of Dry Shielded Canisters and Transfer Casks as required by RSLDB-040, ISFSI Aging Management Program.
