As discussed in the annual assessment letter, the NRC determined the performance of Susquehanna Unit 2 during 2012 was within the Licensee Response column of the NRC's Reactor Oversight Process (ROP) Action Matrix. Subsequently on March 20, 2013, PPL staff submitted a revision for the "Unplanned Scrams with Complications" Performance Indicator (PI). The revision reported the December 16, 2012 automatic plant shutdown (scram) as complicated because operators re-entered emergency operating procedures after the scram had occurred. The NRC's review of Susquehanna Unit 2 identified the revised Unplanned Scrams with Complications PI crossed the green-to-white threshold (i.e., greater than one complicated scram). Specifically, Unit 2 had complicated scrams on November 9, 2012 and December 16, 2012. As a result, the NRC revised its assessment of Susquehanna Unit 2 to conclude that during the fourth quarter 2012, performance of Susquehanna Unit 2 is in the Regulatory Response column of the NRC's ROP Action Matrix because the "Unplanned Scrams with Complications" PI is in the white band. Therefore, the NRC plans to schedule and perform a supplemental inspection using Inspection Procedure (IP) 95001, "Supplemental Inspection for One or Two White Inputs in a Strategic Performance Area." The NRC requests that your staff provide notification of your readiness for the NRC to conduct this supplemental inspection. As a result of its continuous review of plant performance, the U. S. Nuclear Regulatory Commission (NRC) updated its assessment of Susquehanna Steam Electric Station (Susquehanna) Unit 2. The NRC's evaluation consisted of a review of performance indicators and inspection results. This letter informs you of the NRC's assessment of and its plans for a future inspection at your facility. As discussed in the annual assessment letter, the NRC determined the performance of Susquehanna Unit 2 during 2012 was within the Licensee Response column of the NRC's Reactor Oversight Process (ROP) Action Matrix.
