4-84-043 REPORT OF INTERVIEW WITH                                                              l Roth S. LEDDICK On December 6,1984, at approximately 12:30 p.m. , Roth S. LEDDICK,                                      l Senior Vice President-Nuclear Operations of Louisiana Power & Light Company -(LP&L), New Orleans, Louisiana, was interviewed by NRC 01 Investigator Richard K. HERR at the NRC O! Field Office, Region IV in Arlington, Texas. LEDDICK was represented by Dean AULICK an attorney who is also representing LP&L.
1 LEDDICK was asked to read a statement that NRC Investigators D. D.
DRISKILL and HERR had prepared for him concerning his (LEDDICK's) comments that he previously made to DRISKILL and HERR during the past 3 weeks regarding the date he became aware of the reactor operators'                                    I drug investigation that was conducted by LP&L during May of 1983. It was observed, as LEDDICK read his statement, that he made numerous changes to his statement. These changes altered his previous connents which he verbally expressed to HERR, DRISKILL and, a few minutes earlier, to Robert MARTIN, Regional Administrator, Region IV, NRC.
After LEDDICK signed his statement, he was asked why he had made the numerous changes. AULICK and LEDDICK's demeanor indicated that he had read or had knowledge of a statement that DRISKILL and HERR had taken on December 5,1984, from William CAVANAUGH III, President and Chief Operating Officer of Mississippi Power & Light Company (former Senior Vice President-Nuclear Operations of LP&L). The following conversation took place between LEDDICK, AVLICK and HERR:
Q. Mr. LEDDICK. Did Mr. CAVANAUGH provide any documents to you recently?
A. No.
Q. Mr. AULICK. Did Mr. CAVANAUGH provide any documents to you recently?
1 A. Yes.
Q. Mr. AULICK. What documents?
A. His statement he gave to the NRC.
Q. Mr. AVLICK. Did you give these statements to Mr. LEDDICK?
A. Yes.
Q. Mr. AULICK. When?
A. A few minutes ago, just af ter the meeting.
Q. Mr. LEDDICK. Is that why you made changes to your statement?
A. Yes.

A. I became aware of it through the legal department: A few weeks ago, Mr. CAVAhAUGH contacted LP&L and indicated that a NRC investigator had made an appointment to talk to him and j
wanted to know if they had any knowledge as to why. Further,    i while preparing an independent statement of facts concerning    '
the events surrounding the investigation for LP&L it became clear to me that I needed to talk to Mr. CAVANAUGH.
Yesterday, while talking to Mr. CAVANAUGH's attorney, I learned of the statement that he had given to the NRC and requested a copy of that statement.                            ,
Q. Mr. AVLICK. When did you receive this statement?
A. Yesterday. As a matter of fact, one portion of the statement of facts that LP&L prepared for the meeting that took place a few minutes ago with Mr. MARTIN of Region IV contained          l information that I learned through Mr. CAVANAUGH's statement. l l

Cain On November 20, 1984 I gave a signed statement to D.D. Driskill of the NRC's Office of Investigation concerning a particular investigation related to drug usage which was conducted by Louisiana Power & Light Company in 1983. I stated in that statement that "no one advised me of this particular investigation..."
I have since learned of a subsequent statement made by William Cavanaugh, President and Chief Operating Officer of Mississippi Power & Light Company on December 5, 1984 concerning the same investigation. When I became the Chief Executive Officer of Louisiana Power & Light Company (LP&L) in May, 1983. Mr. Cavanaugh was serving as Senior Vice President-Nuclear Operations for LP&L, a position he occupied until July 1983. In his statement, Mr. Cavanaugh said that, on several occasions during May and June 1983 he "generally discussed" with me "the investigation and its impact on some existing LP&L policies," that I was then concerned about "the investigation," and that I concurred with the strengthening of site procedures regarding drug and alcohol use. On the basis of Mr. Cavanaugh's statement, I have searched my memory of that period. I recall general discussions between him and me about proposals for strengthening policies and measures against drug and alcohol use, and I recall agreeing that such measures should be taken, but I have no recollection of. discussing the details of any particular investigation, or discussing whether any particular investigation should be continued or terminated.
I do not believe that Mr. Cavanaugh's statement is in any way incorrect.
Having just recently assumed the duties of CEO at that time, I had more than the usual number of briefings and meetings concerning all aspects of corporate management, and the details of a particular discussion involving a particular investigation could well have slipped my mind. The purpose of this supplemental statement is to reaffirm that my November 20, 1984 statement is my best recollection of events.
