Annual Environmental Operating Report January 1,1994 to December 31,1994

1. Environmental Studies Program ne following reports related to the environmental studies program have been submitted to the EPA pursuant to the NPDES Permit No. NiiOO20338.
a. " Acute and Chronic Toxicity Study," dated April 5,1994 (Enclosure 1). This letter was submitted to the EPA and provided the results of the first of two studies required by the NPDES permit in 1994. The report demonstrated that Seabrook Station's discharge did not display chronic or toxic affects to the study organisms.
b. "Seabrook Station 1994 Semiannual Letter Report," dated July 8,1994 (Enclosure 2).

This letter was submitted to the EPA and summarized the Seabrook Station Environmental Studies Program to date.

a. " Annual Hydrological Report," for 1993 dated March 31,1994 (Enclosure 6). The report was submitted to the EPA and demonstrated compliance with the NPDES permit.
b. " Alternatives to Thermal Backflushing," dated December 16,1994 (Enclosure 7). This report was submitted to the EPA to evaluate alternatives to thermal backflushing for controlling biofouling in the cooling water system. The report concluded that no viable alternative 'o thermal backflushing exists as a backup to continuous low-level chlorination.

3. EPP Non-Compliance and Corrective Actions There were 18 NPDES Permit exceedances reported in the Seabrook Station Discharge Monitoring Repons (DMRs) for the 1994 operating period. A summary description is provided in Enclosure 8.
4. Non-Routine Reports
a. " Final Report - Completion of Remediation of Petroleum Product Contamination at Seabrook Station," dated January 5,1994 (Enclosure 9). This letter was submitted to the New llampshire Depanment of Environmental Services (NiiDES) and addresses the final remediation efforts for six on-site locations that were found to be contaminated with petroleum products.
b. " Closeout Repon - Remediation of Petroleum Product Contamination at Seabrook Station," dated May 5,1994 (Enclosu e 10). This letter was subrdtted to the NilDES and describes North Atlantic's remaining commitments to address the remediation of the on-site locations that were found to be contaminated with petroleum products. The letter requests a closcout letter from N11 DES on the above remediation efforts.
c. " Request for a Temporary Permit to Fill Seabrook Station's Settling Basin," dated October 7,1994 (Enclosure 11). This letter was submitted to the NilDES and requests a permit to fill the on-site Settling Basin and Chemical Cleaning Basins with clean fill material,
d. " Fish Impingement," dated October 12,1994 (Enclosure 12). This letter was submitted to the EPA and discussed the fact that not all fish had been identified in screen wash debris as pan of the impingement monitoring program,
c. " Additional Information Provided in Suppon of a Temporary Permit to Fill Seabrook Station's Settling Basin and Chemical Clear,ing Basin," dated November 7,1994 (Enclosure 13). This letter was submitted to the NIIDES and provides additional information to suppon an earlier request for a permit to fill the on-site Settling Basin and Chemical Cleaning Basins with clean fill material.
f. " Mud Shrimp Impingement," dated December 9,1994 (Enclosure 14). This letter was submitted to the EPA rnd discussed an impingement incident involving mud shrimp (also  !

called lobster shrimp). North Atlantic had earlier notified the EPA (by telephone) that it believed the mud shrimp werejuvenile lobsters, a commercially important species (mud shrimp are not commercially important).
