North Atlantic Energy Service Corporation (North Atlantic) hereby reports the discovery of two seals entrapped at Seabrook Station. The seals were observed in Seabrook Station's Service Water Pumphouse forebay on April 7 and 8 by a diver involved in the cleaning of the forebay during the plant's refueling outage. North Atlantic notified the National Marine Fisheries Service of these t

discoveries by telephone .2 The seals will be provided to the New England Aquarium where necropsies will be performed.

This report is made in response to the National Marine Fisheries Service letter dated 3

January 5,1995 , recommending that North Atlantic report seal entrapment incidents. The attached seal entrapment incident repon is enclosed as requested.

North Atlantic submitted an application for a Small Take Exemption Permit on June 13,1997 for the incidental taking of seals pursuant to Section 101(a)(5)(A) of the Marine Mammal Protection 4

l SEABROOK STATION SEAL ENTRAPMENT INCIDENT REPORT APRIL 7 AND 8,1999 Site of Entrapments and Date ofInitial Service Water System Forebay on April 7,1999 (April 7, Observations (Recovery Dates): 1999) and April 8,1999 (April 10,1999).

Species Identification: Both seals appear to be immature harbor seals.

Description / Condition ofSeal: Intact and heavily decayed.

Reporter: Ron Sher, Senior Scientist Last Seal Observation: A juvenile male gray seal was observed on March 10, 1999 and recovered the same day. An incident report was submitted to the NMFS5, Recent Fis.4 Impingement: Eight fish were impinged during the week prior to the seal entrapment. Due to their heavy state of decay, it is i unlikely that the seals were entrapped during this period.

l About 1260 fish were impinged during the prior week (March 23-30). Of these fish, there were about 660 rock f gunnel,210 gubby sculpin, i10 winter flounder and 40 ,

red hake.

Cooling WaterIntake Temperature at Approximate Time of Entrapment: 36*F Plant Power Level at Time of Seabrook Station was shutdown for its sixth refueling Entrapment Discovery: outage which began on March 27,1999. About one-third of the Circulating Water System (CWS) flow occurred during th period March 27 to April 8, when one of three CWS pumps was in operation.
