SEAL ROOK STATION ANNUAL ENVIRONMENTAL OPERATING REPORT JANUARY 1,1993 TO DECEMBER 31,1993

1. Environmental Studies Procram Seabrook Station received the reissued National Pollution Discharge Elimination Permit (NPDES)

Number ' Nil 0020338 from the Environmental Protection Agency (EPA) and the State of New llampshire on September 30,1993. The Permit became efTec.tive October 30,1993 and allows for discharges into the designated receiving waters. This permit supersedes the original NPDES permit issued July 26,1985.

The following reports related to the environmental studies program have been submitted to the EPA pursuant to the NPDES Permit No. Nil 0020338, Part 1.B.f:

Nonnandeau Associates Technical Report XXIV-1, "Seabrook Environmental Studies,1992 - A Characterization of Environmental Conditions in the llampton-Seabrook Area During the Operation of Seabrook Station", dated August 1993 (Enclosure 1). This report was submitted to the EPA by letter dated October 5,1993.

Seabrook Station's 1994 Biological Program and Modifications report to the EPA dated December 21,1993 (Enclosure 2). This report requested modifications to the present program by eliminating certain duplicate samples found in the Ichthyoplankton and surface exposure panel programs.

2. Environmental Protection Plan Activities Ihr Reportine Period Anuatic Monitorina The folio ving report related to aquatic monitoring has been submitted to the EPA pursuant to NPDES Permit No. Nil 0020338 to demonstrate compliance with the thermal component of the station discharge as required by the permit:

" Ocean Temperature Compliance Program Modifications"(Enclosure 3) submitted to the .

EPA by letter dated January 20,1993 (NYE-93002). This report requested a reduction in the number of temperature monitors by demonstrating that permit compliance could be achieved with two temperature monitoring stations rather than the three that were in place.

The 1993 Ocean Temperature Compliance Report will be submitted to the EPA as part of the 1994 report.

3. EPP Non-Compliance and Corrective Actions There were i17 NPDES exceedences reported in the Seabrook Station Discharge Monitoring )

Reports (DMRs) for the reporting period (1993). The majority of these exceedences were from -

the Settling Basin (outfall 002) or the Oil / Water Separator Vault (outfall 022). The Settimg Basin experienced 70 exceedences and the Oil / Water Separator Vault experienced 37 exceedences (91%

of all exceedences). All of the exceedences from outfalls 002 and 022 were high pil caused by either natural phenomena or plant design. A summary description of the remaining exceedances is provided in Enclosure 4.

4. Non-Routine Reoorts i

l North Atlantic submitted a 30 day report to the New llampshire Department of Environmental '

Services (NilDES) for Seabrook Station (Enclosure 5) on July 30,1993. This report identined  ;

eleven on-site locations that were found to be contaminated with petroleum products. l North Atlantic submitted a 120 day report to NilDES tbr Seabrook Station (Enclosure 6) on September 29, 1993. This report addressed the progress and remediation effbrts in place concerning the petroleum products contamination of the eleven sites. It should be noted that all of these petroleum product contaminated areas resulted from either drips or minor leaks and were not the result of a large discharge event.

In August 1993, four underground storage tanks were excavated and physically removed from the Seabrook Station site. During this operation, contaminated soil and groundwater were found to be present in the excavation. The contaminated soil was removed and, prior to back0lling, the contaminated groundwater was sampled, analyzed, filtered, and discharged in accordance with the requirements of the EPA authorized exclusion and NilDES Surfee Writer bischarge Permit issued for this dewatering (Enclosures 7 and 8). The dewatering of the storage tank excavation began on September 13,1993 and was completed on September 17,1993.

On December 29, 1992, an oil delivery truck traveling in the Town of Seabrook overturned, spilling approximately 4500 gallons of diesel fuel oil. The overturned truck was located approximately 6fteen feet from the Seabrook Station South Access Road fence, which is approximately one mile from the protected area. Approximately 1200 gallons of fuel oil Howed several feet onto Seabrook Station property. Seabrook Station personnel initiated cleaning -

activities on the day of the spill. Further remediation of this location was performed by a contractor hired by the oil delisery company that owned the overturnea truck. NilDES was notified of this event and of the efibrts of the Seabrook Station Spill Event Response Team personnel (Enclosure 9). Remediation of this site was completed in August 1993.
