  • 2.0 PURPOSE:

The purpose of this report is to document Containment Integrated Leakage Rate Testing (CILRT) at Virginia Power Surry Power Station, Unit One, conducted during April 1992.It also provides a summary of the Local Leakage Rate Tests (LLRT's) performed on Unit One containment penetrations since the last Unit One CILRT which was performed in June 1988.

This report is submitted as required by 10CFR50, Appendix J, Section V.B. to demonstrate that the primary reactor containment has met the containment leakage test requirements set forth in 10CFR50, Appendix J, Section III.A.5. (b). (2) .

    • 3.0 UNIT DESCRIPTION:

Surry Unit MWth. Two 2, Docket one is a Pressurized Water Reactor rated at 2441 similar units (Unit 1, Docket No. 50-280 and Unit No. 50-281) are owned by Virginia Power and are located in Surry County, Virginia.

The containment structure is a steel-lined, reinforced concrete cylinder with a hemispherical dome and a reinforced concrete foundation mat. Containment volume is 1.8 x 10 6 ft 3

  • Containment design pressure is 45 psig which is sufficient to withstand the internal pressure from a design-basis accident (OBA). It has been calculated that the peak accident pressure and temperature from a DBA are 44.98 psig and 285°F respectively .

SUMMARY

4.1 CONTAINMENT INTEGRATED LEAKAGE RATE TEST (CILRT}:

The Unit One 1992 CILRT was successfully completed on April 23, 1992. The final upper confidence limit (UCL) leakage, including the required penalties, was . 038685 wt

%/day. The test results demonstrated that the integrity of the containment structure satisfied the criteria set forth in 10CFR50, Appendix J, Paragraph III.A.5. (b) .(2).

A one point in-situ calibration check performed on the Containment Resistance Temperature Detector's (RTD) installed in containment revealed that one RTD (#23) was defective. The RTD computer point was removed from the CILRT computer program. The CILRT computer program reassigned the weighting factor for the rejected RTD to the other RTD's in that particular zone. As required by Attachment 2 of Ol-NPT-CT-101, Reactor Containment Building Integrated Leak Rate Test, a Instrumentation Selection Guide ( ISG) recalculation was performed to determine the minimum test duration. The minimum CILRT duration, minus the one rejected sensor, was 6.7 hours8.101852e-5 days <br />0.00194 hours <br />1.157407e-5 weeks <br />2.6635e-6 months <br />.

During the visual inspection of the containment structure interior and exterior in accordance with Ol-NPT-CT-101, the following were identified:

1) HVAC duct supports in the Low Head Safety Injection and outside Recirc Spray Pump Cubicles were found to encroach into the required 2-inch containment shake space, and
2) The containment liner was corroded and pitted just above the basement floor (between column 8 and 10).

Engineering reviewed these findings to ensure that these discrepancies did not represent concerns to containment integrity. The HVAC duct supports pose no concern to the integrity of containment because of their low relative mass and rigidity. Corrective action will be to modify, at a later date, the subject duct supports to remove the potential interferences from the shake space.

An inspection of the corroded area was performed and it was determined that the liner was fully operable. The cause of the discrepancy is progressive corrosion over a long period. Corrective action for the liner degradation will be. to perform weld repair on the effected area prior to the next scheduled CILRT .

Containment pressurization commenced at 1610 hours0.0186 days <br />0.447 hours <br />0.00266 weeks <br />6.12605e-4 months <br /> on April 20, 1992 and continued until 0316 hours0.00366 days <br />0.0878 hours <br />5.224868e-4 weeks <br />1.20238e-4 months <br /> on April 21, 1992 with a peak containment pressure of 61.294 psia. At 1749 hours0.0202 days <br />0.486 hours <br />0.00289 weeks <br />6.654945e-4 months <br /> on April 20, 1992 the last containment recirculation fan was secured, and a remote fire watch for containment was established in accordance with Attachment 2 of O-NPT-CT-107.

The containment temperature stabilization criteria in Attachment 7 of Ol-NPT-CT-101 was met at 0722 hours0.00836 days <br />0.201 hours <br />0.00119 weeks <br />2.74721e-4 months <br /> on April 21, 1992. The CILRT started at 1552 hours0.018 days <br />0.431 hours <br />0.00257 weeks <br />5.90536e-4 months <br /> on April 21, 1992. During the course of the pressurization period, stabilization period, and throughout the CILRT, extensive leak checks were performed by inspecting potential leakage paths such as the mechanical penetration area in the Auxiliary Building, the electrical penetration area, the personnel and equipment air locks, Safeguards, Safeguards Valve Pit, Fuel Building area and Containment Purge MOV's located outside containment. No significant leakage paths were discovered .

The CILRT leakage test was successfully completed at 1607 hours0.0186 days <br />0.446 hours <br />0.00266 weeks <br />6.114635e-4 months <br /> on April 22, 1992 with a UCL leakage of .038599 wt

%/day. With the Type C test penalties added to the test result, the final leakage was 0.038685 wt %/day.

In accordance with O-NPT-CT-107, Data Collection During Type A Test, the levels of tanks and vessels associated with systems in containment were monitored hourly during the entire CILRT. Overall change in containment net free volume was negligible and was not factored into the final CILRT results.

The superimposed verification test was started at 1621 hours0.0188 days <br />0.45 hours <br />0.00268 weeks <br />6.167905e-4 months <br /> on April 22, 1992 with an induced leakage of approximately 5.00 SCFM on the flow meter.

At that time, leakage calculations were started. The final superimposed leakage rate value was .113251 wt  %/day and satisfactorily met the acceptance criteria of Ol-NPT-CT-115, Superimposed CILRT Verification Test.

4.3 LOCAL LEAKAGE RATE TESTS (LLRT):

Local leakage rate testing of containment penetrations was conducted as required by 10CFR50, Appendix J and Technical Specifications using approved station procedures. In accordance with 1 OCFR5 o, Appendix J,Section V.B.3, Attachment 8.1 summarizes all the local leak rate tests that have been conducted since the performance of the last Unit One CILRT (June 1988).

4.4 CONCLUSION

Since ~11 applicable acceptance criteria were met, the normal CILRT schedule as specified in 10CFR50, Appendix J, paragraph III.D.l(a) should continue. The next CILRT will be performed during the 1995 Refueling outage .

  • 6.0 TEST DESCRIPTION:

6.1 EQUIPMENT USED The containment was pressurized utilizing a temporary air pressurization rig which tied into the containment purge ventilation duct. The rig consisted of 8 diesel driven oil-free air compressors, 1 aftercooler and 1 air dryer.

The rig was capable of supplying up to 10,000 SCFM of air to containment during the pressurization phase. Cooling water for the aftercooler and air dryer was supplied by the station's chilled component cooling system. The pressurization rig was satisfactorily checked out prior to pressurization in accordance with Attachment 4.0 of Ol-NPT-CT-101.

containment temperature was monitored throughout the Type A Test by the use of 24 permanently mounted Resistance Temperature Detectors (RTD's) whose output is fed to the P250 computers. The normal span of these RTD' s was changed for the test by utilizing a temporary resistance bridge that was installed on the P250 computer. The span was narrowed to 60-120 degrees Fahrenheit to allow for greater sensitivity in recording containment temperature *

  • Station computer input calibration procedure, 1-CAL-752, was performed on each RTD input signal to each units P250 computer. A decade box was temporarily installed on the P250 computer which simulated the resistance reading for each RTD inside containment. The computer was then checked to ensure that the proper output for each RTD was obtained when the resistance was varied. A three point calibration at 60 degrees, 90 degrees, and 120 degrees Fahrenheit was performed within 6 months on the RTD's to ensure their accuracy. A one point local verification check of the RTD's using a standard traceable to NIST was performed prior to the CILRT using station procedure O-NPT-CT-103, "Calibration Check For RTD' s and Moisture Analyzers" .

  • 6.1 EQUIPMENT USED (CONTINUED)

Containment dewpoint temperature was monitored by five (5) Ondyne moisture analyzer probes located throughout containment. Readout devices with a tie-in to the P250 computers were located in the electrical penetration area.

The moisture analyzers were calibrated within six months of the CILRT by the vendor and their accuracy was certified as being traceable to NIST. An additional one point check was performed for each analyzer using station procedure O-NPT-CT-103.

Containment pressure was monitored by the use of two (2)

Mens or Quartz manometers. These manometers use the Containment Leakage Monitoring (LM) system through leakage monitoring connections on the 13' level of the Auxiliary Building. The signal from these manometers was fed into the P250 computers. The manometers were calibrated within six months of the CILRT by the original manufacturer with the accuracy being certified as being traceable to NIST.

A Hastings linear mass flowmeter was used to monitor flow

  • for the superimposed verification test which followed the Type A Test. The flowmeter measures flow without any corrections being needed for pressure and temperature.

Flow is displayed and totalized at the flowmeter which is installed in the LM system on the 13' level of the Auxiliary Building. The LM piping then ties into the Service Air ( SA) piping penetration which is vented inside* containment. The flowmeters accuracy was certified as being traceable to NIST by the original manufacturer within six months of the CILRT.

Attachment 6.1 lists pertinent information for the instrumentation that was used during the CILRT.

6.2

  • 6.2 CILRT PROGRAM - P250 COMPUTER The CILRT program on the P250 computer consists of three sub-programs. The programs are run on both units P250 computers during the Type A Test. The program on Unit Two's computer would be used as backup if Unit One's computer fails. The three programs are MANOS, ILRTDATA, and ILRTPRNT.

MANOS converts the binary coded decimal (BCD) input from the quartz manometers into P250 format numbers. MANOS is bid by the P250's Auxiliary Synchronizer every two seconds. MANOS reads six BCD digits for each quartz manometer via a direct channel read and converts these BCD digits to P250 format and stores them in calculated points 00962 and 00963.

ILRTDATA checks program control flags, collects instantaneous containment sensor readings and stores them on the P250's disk. ILRTDATA is bid every minute by the "Continuous Analog Scan" P250 program. A counter of the minutes since last execution is incremented by ILRTDATA.

When the counter reaches fifteen, a set of containment data is stored on the P250's disk to be transfered by ILRTPRNT.

ILRTPRNT prints the containment sensor data needed to support ILRT calculations. ILRTPRNT is bid by ILRTDATA to print tables of data in the format required for automatic input to the PC computer program,ILRTCALC.

  • 6.3 CILRT PROGRAM - PC COMPUTER The CILRT program, ILRTCALC, on the PC computer consists of one main program which calls a number of procedure menus to implement required functions. ILRTCALC has the capabilities to automatically collect data from the P250 plant computer, verify containment sensor readings, calculate containment leakage rate, and generate reports of input data and calculation results.

ILRTCALC's user interface is via pull-down menus. The software architecture is described here by relating the menu entries and their functions to the major program modules. The menu entries are identified below.

SETUP: Used to select the station and unit number which is being tested or for which setup data is being entered. Activates screens for entering program setup parameters, entering data about the plant's containment instrumentation, entering data about zones which the containment is divided into, entering data about the test which is in progress and entering data which describes the

  • unit being tested .

COLLECT/EDIT DATA: Executes the module which receives the printed output from the RS2 3 2 lines feeding the P250 printers and displays any messages generated during data collection about bad records or bad data. Compares each sensor with others in the same containment zone to determine whether the sensor is not reading correctly and displays any messages generated during zone difference checking about high sensor deviation. Activates screens on which the user may edit individual sensor readings and/or specify the time at which a sensor failed.

  • 6.3 CILRT PROGRAM - PC COMPUTER (CONTINUED)

CALCULATIONS: Calculates containment parameters from individual sensor data, calculates containment leakage rate using either mass point, total time or point to point methods and calculates containment leakage rate for the verification phase of the test.

REPORTS: Lists input to leakage rate calculations, leakage rate results and leakage rate trend.

Generates reports of mass point, total time and point to point calculation results,reports of verification test results, reports of sensor data and containment average data.

In the calculation mode, the user has the option of performing either mass point, total time or point-to-point analysis. Mass point was used for this test because Amendment No. 120 to Technical Specifications, (approved by the NRC on May 24, 1988) modified Section

4. 4 to reflect the use of the Mass Point method for calculating containment leakage rates .

The mass of air in the containment is calculated from the average parameters at each data sample time using the ideal gas law correcting for the partial pressure of water vapor. The formula is as follows:

The mass point method is derived from ANSI/ANS-56. 8-1987, Containment System Leakage Testing Requirements. In this method, air mass (M.) 1 vs time is curve fit to a linear equation. The slope of the line (change of air mass with respect to time) is the "measured" leakage rate.

  • To account for uncertainties, the Upper Confidence Limit leakage rate (UCL) is calculated so that there is only a small chance (5% for mass point analysis) that the actual leakage rate exceeds the quoted UCL leakage rate.

  • 7.0 TEST RESULTS ANALYSIS 7.1 CILRT The CILRT was satisfactorily completed at 1607 hours0.0186 days <br />0.446 hours <br />0.00266 weeks <br />6.114635e-4 months <br /> on April 22, 1992. The Mass Point method was used to analyze the data and ensure that containment integrity met the requirements of 10CFR50, Appendix J. Figure 7.1 and 7 . 2 show the trends of containment mass and UCL leakage during the CILRT. Attachment 7. 5 lists the final CILRT results along with the required Type C penalties.

Attachment 7.1 and 7.2 list the input data and Mass Point CILRT results using instantaneous data from the plant process computer (P250).

7.2 SUPERIMPOSED VERIFICATION TEST The supplemental verification test was satisfactorily performed using 1-NPT-CT-115, "Superimposed Verification Test". Figure 7.3 shows a plot of leakage versus time for the verification test. Included on the plot are the upper and lower limits*for the verification test results.

The equation used to ensure that the verification test was acceptable is:

  • 8.0 LOCAL LEAK RATE TESTS {TYPE BAND C)

Type Band c tests were performed on containment penetrations prior to the CILRT. The As-Found and As-Left test results for these penetrations are shown in Attachment 8. 1. If any repairs were required, a description is included. Also included in Attachment 8.1 are Type Band C test results for tests which were performed since the last CILRT in June 1988.

The total As-Found Type Band c leakage value, using maximum pathway leakages, during the 1992 Refueling Outage was 155.15 SCFH which is below the maximum leakage of 0.6 LA (180 SCFH) as specified in 10CFR50, Appendix J, Section III.B.3.(a).

The majority of the As-Found leakage can be attributed to two penetrations. The penetrations/valves were Penetration 38 (01-DA-TV-lOOA) and Penetration 46 (Ol-CH-FCV-1160).

The corrective action taken to reduce the Type Band C leakage value was to repair and/or replace valves which had leakage above the maximum allowable leakage specified in Ol-OPT-CT-201, "Containment Isolation Valve Local Leakage Rate Testing" (Type C Containment Testing).

Following these repairs the final As-Left Type B and C leakage, using the maximum pathway leakage criteria, was 28. 57 SCFH which is well below the 0.6 LA value of 180 SCFH .

9.0 AS-FOUND CILRT ANALYSIS An As-Found analysis has been performed on the CILRT. The purpose is to determine what the actual CILRT leakage rate would be if the CILRT had been performed at the beginning of the outage prior to any repairs to Type Band C penetrations.

The As-Found analysis is performed using the following criteria: *

1) The leakage savings was calculated for each penetration that was repaired and/or replaced.
2) The leakage savings is the difference between the pre-repair minimum pathway and post-repair minimum pathway leakages.
3) Minimum pathway leakage is the lowest leakage of the inside or outside valve grouping for the penetration in question.
4) If there were no repairs or replacements, a zero leakage savings is assessed to the penetration.
5) If the post-repair minimum pathway leakage is greater than pre-repair minimum pathway leakage, a
  • 6) leakage savings of zero is assigned to the penetration.

The net leakage savings (wt %/day) is added to the final CILRT test results.

An analysis was performed on those penetrations that are considered credible leakage paths during the first hour of the accident, prior to the containment returning to subatmospheric pressure. The penetrations identified by note 1 through 3 in Attachment 9.1 are excluded as credible leakage sources. The analysis and technical justification for excluding these specific penetrations was approved by the NRC in correspondence dated November 21, 1988 (serial #88-787).

As noted in Attachment 9.1, the as-found CILRT leak rate was 0.039542 wt %/day which satisfies the acceptance criteria of 10CFR50, Appendix J.

SUMMARY

1) This line is from the charging pump header and is used to supply the loops. The charging pumps are used as the high head safety injection pumps and this line (penetration) remains pressurized during post accident conditions. The eves system valves, piping and components have been designed to permit essentially zero leakage. Periodic ~urveillance is performed to verify that leakage is within specifications. Reference Surry USFAR Section 6.2.3.10, External Recirculation Loop Leakage.
2) This line is from the low head safety injection pump header and is used to supply the loops and this line (penetration) remains pressurized during post-accident conditions. The safety injection system valves, piping and components have been designed to permit essentially zero leakage. Periodic survei-llance is performed to verify that leakage is within specification. Reference Surry UFSAR Section 6. 2. 3 .10, External Recirculation Loop Leakage.
3) This is the sump suction line to the low head safety injection pump. The sumps lines are filled with water and would prevent atmospheric out leakage either through operation and/or static head. The SI system valves, piping and components have been designed to permit essentially zero leakage. Periodic surveillance is performed to verify that leakage is within specifications.
