Annual Summary of Changes, Tests and Experiments at Aerotest Radiography and Research Reactor (ARRR), Docket no. 50-228, for the period of 1 July 2017 to 30 June 2018. The enclosed report summarizes the ARRR operations from July 1, 2017 through June 30, 2018. This submittal complies with the requirements set forth in 1 O CFR 50.59, "Authorization of Changes, Tests and Experiments." In order to comply with NRC requirements to resolve foreign ownership issues, Aerotest Operations voluntarily ceased reactor operations on Oct. 15, 2010 and remained shutdown pending transfer of ownership to a U.S. company. On July 17, 2017 the ownership of Aerotest Operations, Inc. was transferred from Autoliv, Inc. to Nuclear Labyrinth, LLC. As a result of the ownership transfer the NRC withdrew the orders which prohibited Aerotest from operating its reactor as well as its denial of the license renewal application for the ARRR. The NRC staff will resume its review of the license renewal application which has been updated. The NRC will not deem the existing license to have expired in 2005 because the ARRR license renewal application was filed at least 30 days before the expiration of the existing license. The ARRR has been defueled since 2012. As such, summary forms of monthly operations and unscheduled power reductions are not applicable and are therefore not included in this report. Sincerely,
