Annual Summary of Changes, Tests and Experiments at Aerotest Radiography and Research Reactor (ARRR), Docket no. 50-228, for the period of 1 July 2013 to 30 June 2014.

Gentlemen:

The enclosed report summarizes the ARRR operations from July 1, 2013 through June 30, 2014.

This submittal complies with the requirements set forth in 10 CFR 50.59, UAuthorization of Changes, Tests and Experiments."

In order to comply with NRC requirements to resolve foreign ownership issues, Aerotest Operations voluntarily ceased reactor operations on Oct. 15, 2010 and remained shutdown pending transfer of ownership to a US company. As such, summary forms of monthly operations and unscheduled power reductions are not applicable and are therefore not included in this report.

On July 24, 2013 the NRC issued a denial of license renewal, denial of license transfer and an order to modify the Aerotest Operations facility operating license no. R-98 to prohibit operation of the ARRR. Aerotest is appealing the decision.

On Dec. 18, 2013 the NRC issued a Severity Level III violation to Aerotest Operations for operating the reactor with significant defects in several fuel elements.

SECTION 1 Part I - Changes

1. Updated Procedures and Safety.Analysis Report have previously been submitted to the NRC as part of the facility's relicensing application package. No changes have been implemented.

Part 2 - Experiments No experiments were performed during the year while the reactor remained shutdown.
