DEK has evaluated thiscommitment under the guidance of NEI 99-04, "Guidelines for Managing NRCCommitment Changes,". and has concluded that the commitment no longer applies dueto the current status of the Kewaunee Power Station (KPS). Based on the NEI 99-04guidance, DEK concluded, that "Timely Notification of the Intended Change" to the NRCis appropriate in conjunction with changing this commitment. The original commitmentstated the following:"Before December 15, 2016, DEK will submit to the NRC for review and approval aLBLOCA analysis that applies an NRC-approved ECCS Evaluation Model thatincludes the effects of fuel thermal conductivity degradation."The original commitment was made to ensure the requirements of 10 CFR 50.46,"Acceptance criteria for emergency core cooling system for light-water nuclear powerreactors," are met for KPS.By letter dated May 14, 2013, DEK submitted a certification of permanent removal offuel from the KPS reactor vessel (Reference 3). KPS has permanently ceased poweroperations and all fuel has been permanently removed from the reactor vessel.Consequently, as specified in 10 CFR 50.82(a)(2), the 10 CFR Part 50 license for KPSno longer authorizes operation of the reactor or emplacement or retention of fuel in thereactor vessel. KEWAUNEE POWER STATION NOTIFICATION OF COMMITMENT CHANGE The purpose of this letter is to notify the Nuclear Regulatory Commission (NRC) that Dominion Energy Kewaunee, Inc. (DEK) intends to eliminate a commitment associated with Kewaunee Power Station (KPS). The commitment is related to the large break loss of coolant accident (LBLOCA) analysis that applies an NRC approved emergency core cooling system (ECCS) evaluation model which includes the effects of fuel thermal conductivity degradation.
