NRC INSPECTION REPORT NO. 70 3020/96 01

Dear Mr. Shelton:

This refers to the inspection of the Physical Protection of a Shipment of Irradiated Fuel conducted by William Tobin of the Region II Safeguards Staff on December 12 14, 1996, and to our discussion with you via telephone on December 16, 1996.

The areas examined during the inspection were the safety and security measures  !

afforded the Department of Energy's shipment of foreign research reactor spent j fuel originating at McMaster University, in Ontario, Canada, and terminating .

at the Savannah River Site in Aiken, South Carolina. The inspection consisted of selective examinations of procedures and representative records, interview with personnel, and observation by the inspector. I Within the scope of the inspection, violations or deviations were not identified.

In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter and its enclosure will be placed in the NRC Public Document Room.
