Dear his. Bennington,

NAC International (NAC) is acting as the genemi licensee for an irradiated fuel shipment for the Department of Energy (DOE) moving from Irmaesia and Republic of Korea to Idaho National Engineering and Environment J Laboratory (INEEL) via Naval Weapons Station (NWS), Concord, CA.

Per 10CFR 73.26, NAC Intemational (NAC) is hereby requesting NRC approval of a spent fuel route for rail movement between NWS and INEEL.

Carco Descrintion:

Cargo will consist of Training Reactor and Isotopes Production, General \\ Atomics (1."CA) fuel elements containing highly enriched uranium (HEU), not to exceed a total of 42 elements each in four (4) NAC-LWT casks. This is in accordance with our Certificate of Comphance USA /9225/B(U)F for these packages.

Schedule:

The shipment is scheduled for arrival at NWS during the first week of April,1998.

Proposed Route:

The proposed route and rail miles comprising each route segment is provided in Attachment 1.

1. Escort arrangements will be made by utilizing a caboose outfitted to accommodate security personnel for the entire trip.
2. Local law enforcement officers will be made aware of the shipment through the required state notifications.
3. - The communications center will be at the TRANSCOM facility in Oak Ridge, TN.

4. All NRC and state notifications will be made in accordance with 10CFR73 by NAC.
