Dear Ms. Bennington,

NAC International (NAC) is acting as the general licensee for an irradiated fuel shipment for the Department of Energy (DOE) moving from several sites in Europe to Idaho National Engineering and Environmental Laboratory (INEEL), and Savannah River Site (SRS), via Naval Weapons Station (NWSC), Charleston, SC The entire shipment will move via rail from NWSC to SRS via a previously approved route.

Per 10CFR 73.37(b)(7), NAC is hereby requesting NRC approval of the spent fuel route for highway movement between SRS and INEEL for safeguards and security reasons.

Due to shipment schedules, DOE is requesting an expedited review.

Cargo

Description:

Cargo to be moved on this route will consist of Training Research Isotope, General Atomics (TRIGA) fuel rods and pins (total not to exceed 434 rods and 276 pins) of high enriched and low enriched uranium (HEU & LEU). Material will move in each of four (4) NAC-LWT casks, and one (1) GNS-16 cask.

t The LWT casks are packagings approved under Certificate of Compliance USA /9225/B(U)F.

GNS-16 cask is approved under Competent Authority D/4326/B(U)F-85 (Rev 0). The total weight of each tractor / trailer combination, with one loaded cask, will not exceed 100,000 pounds.

Schedule:

This single shipment is scheduled for arrival at NWSC as early as the first week of August,1999.

Sailing from arrival at U.S. waters to NWSC is estimated at 6 - 8 hours9.259259e-5 days <br />0.00222 hours <br />1.322751e-5 weeks <br />3.044e-6 months <br />. Vessel tie-up and trans-loading to railcars is anticipated to require 6-8 hours. The rail shipment should last no more than 10 hours1.157407e-4 days <br />0.00278 hours <br />1.653439e-5 weeks <br />3.805e-6 months <br />.

Trans-loading of casks from rail cars to truck / trailers at SRS is expected to take less than 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br />.

However, in order for departure to occur at a time and day of the week optimal for the corridor states, the shipment could be held for up to 5 days between arrival at SRS and departure to INEEL.

South Carolina state inspections are currently being planned at SRS, prior to departure for INEEL. The exact locations and duration of other state inspections en route have not been determined, but significant j

schedule impact is not anticipated. DOE, along with NAC, have been working very closely with all l fl l

affected states along the route to ensure all required inspections and notifications are clearly identified.
