This is in regard to your request dated June 4,1999, as supplemented by two letters dated

. June 18,1999, from Ms. Tracy Mustin, United States Department of Energy (DOE) for approval of a route to be used for transport of spent foreign research reactor fuel from the DOE Savannah River Site near Aiken, South. Carolina, to Idaho Engineering and Environmental Laboratory,

' Scoville, Idaho. ,

The route, as set forth in Enclosure 1, meets the regulatory requirements of 10 CFR 73.37.

Enclosure 2 constitutes approval for this route. 'Unless renewed, this route approval will expire two years from the date of this letter.' Note that transportation of licensed radioactive material must be conducted in compliance with the applicable U.S. Department of Transportation -

regulationsi 4 -

NRC staff have completed the arrangements with' law enfNcement agencies required by 10 CFR 73.37(b)(6). Note that armed escorts are required for the urbanized areas of Augusta and -

Atlanta, Georgia; Chattanooga and Nashville, Tennessee; Champaign, Peoria, and Moline, I!iinois; Davenport and Des Moines, Iowa; Omaha and Lincoln, Nebraska; and Ogden, Utah.

Information on law enforcement arrangements is provided in Enclosure 2, and is to be incorporated into your shipment plans and provided to your carrier along with instructions regarding its use. If your carrier deviates from the approved route, please provide details of the deviation to the contact listed below as soon as possible.

The notification requirements of 10 CFR 73.37(f) and 73.72 apply for each shipment. When j making notification to this office under'10 CFR 73.72, please confirm that armed escort will be

. provided as required, and that the appropriate governors or designees will or have been notified.
