Dear Ms. Bennington:

Per 10 CFR 73.26, we are requesting NRC approval of a spent fuel route between McMaster University, Hamilton, Ontario and the Department of Energy's Savannah River Site near Aiken, South Carolina.

q Material Test Reactor (MTR) fuel elements containing Highly enriched uranium (HEU) not to j

exceed a total of 42 elements in one NAC-LWT cask. This is in accordance with our Certificate of Compliance USA /9225/B(U)F for this package.

1. As a minimum, escort arrangements will be made for those urbanized areas identified in your approved Spent Nuclear Fuel Route. To the maximum extent possible, the escort arrangements will be made directly with the appropriate local law enforcement officials. These arrangements will be made by the carrier, Tri-State Motor Transit Co.

(TSMT) and verified by NAC or the shipper.

2. TSMT will provide the communications center. An NRC approved carrier for spent fuel, TSMT's communication center is located in Joplin, MO and is staffed 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> per day, seven days per week.
3. The required communications capabilities will be provided by TSMT. The TSMT spent fuel driver team will be operating a TSMT spent fuel tractor that will have communications and disabling equipment in accordance with NRC requirements.

Additionally, the tractor will be equipped with a Qualcomm satellite tracking and communication system.

4. All NRC and state notifications will be made in accordance with 10CFR73 by NAC or the shipper.
