Dear Mr. Denton:

As counsel for Rochester Gas and Electric Corporation, we hereby submit. three (3) signed originals and nineteen (19) copies of a document entitled "Application for Amendment to Operating License", together with forty (40) copies of the proposed Technical Specifications designated Attachment A and forty (40) copies of the Safety Analysis designated Attachment B. The Application seeks to amend the Technical Specifi-cations set forth in Appendix A to that license in response to a letter dated September 20, 1982 from Darrel Eisenhut to incorporate NUREG-0737 limitations on plant staff working hours and reporting requirements for safety valve and relief valve failures and challenges.

The proposed changes are in response to a written request from the NRC and are administrative in nature. Accordingly, this amendment is exempt from a fee in accordance with 10 CFR Section 170.22.
