(DEK) intends to change a commitment related to training forpositions identified in 10 CFR 50.120, "Training and qualification of nuclear power plantpersonnel." The original commitment was made in a September 22, 2004 letter fromNuclear Management Company (NMC), a previous operator of Kewaunee PowerStation (KPS), to the NRC (Reference 1). DEK has evaluated this commitment underthe guidance of NEI 99-04, "Guidelines for Managing NRC Commitment Changes," andhas concluded that NRC relied on the original commitment when preparing a March 24,2005 Safety Evaluation Report (SER) related to the NMC Quality Assurance TopicalReport (Reference 2). DEK has decided that "Timely Notification of the IntendedChange" to the NRC is appropriate in conjunction with changing this particularcommitment. The original commitment stated the following:"Training for positions identified in 10 CFR 50.120 is accomplished according toprograms accredited by the National Nuclear Accrediting Board of the NationalAcademy of Nuclear Training that implement a systematic approach to training."By letter dated May 14, 2013, DEK submitted a certification of permanent removal offuel from the reactor vessel (Reference 3). Consequently, as specified in 10 CFR50.82(a)(2), the 10 CFR Part 50 license for KPS no longer authorizes operation of thereactor or emplacement or retention of fuel in the reactor vessel. The National NuclearAccrediting Board of the National Academy of Nuclear Training is funded and managedby the Institute of Nuclear Power Operations (INPO). After defueling the reactor, DEKrequested that INPO remove KPS from the INPO membership dues point base. OnAugust 14, 2013, INPO granted the request. Document Control Desk LIC/CDS/RO Washington, DC 20555-0001 Docket No. 50-305License No. DPR-43DOMINION ENERGY KEWAUNEE, INC.KEWAUNEE POWER STATIONNOTIFICATION OF COMMITMENT CHANGEThe purpose of this letter is to notify the Nuclear Regulatory Commission that DominionEnergy Kewaunee, Inc. (DEK) intends to change a commitment related to training forpositions identified in 10 CFR 50.120, "Training and qualification of nuclear power plantpersonnel."

The original commitment was made in a September 22, 2004 letter fromNuclear Management Company (NMC), a previous operator of Kewaunee PowerStation (KPS), to the NRC (Reference 1). DEK has evaluated this commitment underthe guidance of NEI 99-04, "Guidelines for Managing NRC Commitment Changes,"

andhas concluded that NRC relied on the original commitment when preparing a March 24,2005 Safety Evaluation Report (SER) related to the NMC Quality Assurance TopicalReport (Reference 2). DEK has decided that "Timely Notification of the IntendedChange" to the NRC is appropriate in conjunction with changing this particular commitment.

The original commitment stated the following:

"Training for positions identified in 10 CFR 50.120 is accomplished according toprograms accredited by the National Nuclear Accrediting Board of the NationalAcademy of Nuclear Training that implement a systematic approach to training."

By letter dated May 14, 2013, DEK submitted a certification of permanent removal offuel from the reactor vessel (Reference 3). Consequently, as specified in 10 CFR50.82(a)(2),

the 10 CFR Part 50 license for KPS no longer authorizes operation of thereactor or emplacement or retention of fuel in the reactor vessel.

Therefore, as of January 1, 2014, KPS isno longer a member of INPO. Thus, it is no longer possible to have KPS trainingprograms accredited by the National Nuclear Accrediting Board of the NationalAcademy of Nuclear Training.

DEK will continue to implement and maintain training programs as required by 10 CFR50.120 at KPS. However, KPS will no longer have these programs accredited by theNational Nuclear Accrediting Board of the National Academy of Nuclear Training.

TheShift Manager/Certified Fuel Handler (SM/CFH) training program for KPS was approvedby the NRC by letter dated May 12, 2014 (Reference 4). DEK will continue to00,.3 Serial No. 14-267Notification of Commitment ChangePage 2 of 3implement and maintain SM/CFH and other applicable training programs as required by10 CFR 50.120.Please contact Mr. Craig Sly at 804-273-2784 if you have any questions or requireadditional information.
