&ControlRoomLeakageI.Introduction Thisevaluation supportsaproposalto(1)increasethecombinedleakagerateallowedforallpenetrations identified assecondary containment by-passleakaqepaths,and(2)increasethelimitonoutsideairintakeintothecontrolroomduringtherecirculation modeofoperation.

Thesoughtafterbypassleakagerateof27'Awaspreviously evaluated inAppendix6BoftheFSAR.Thereevaluation discussed hereinisbasedonamoreconser-vativecontainment modelingtechnique.

Thecurrentlimitoncontrolroomoutsideairintakeisbasedontheoriginalcontrolroompost-LOCA habit-abilityevaluation thatispresented inFSARsection15.4.1.2.5(d).

Theevaluation didnottakecreditfortheoperation ofthe"backfitted" IodineRemovalSystem(IRS)andShieldBuildingVentilation System(SBVS)heaters.Thereevaluation discussed belowusesthesamecontrolroommodelsandassumptions presented intheFSARinadditiontotheoperation ofthe"backfitted" systems.II.Discussion TheSt.LucieUnit1calculations estimating wholebodyandthyroiddosesfromapostulated lossofcoolantaccident(LOCA)havebeenrevised.Therevisedanalysisusesamoreconservative containment releasemodel.Theanalysiswaspreviously presented inAppendix6BoftheFSAP,andwasbasedonasinglevolumewell-mixed containment activityreleasemodelaswellasthe"backfit",

containment bypassfractionof27K.Thedifference betweentheFSARanalysisandtheanalysisdescribed hereinisthatamoreconser-vativetwocompartment containment modelisusedthattakesintoaccountthedifference iniodinescrubbing effectiveness betweentheregionsofthecon-tainmentthatreceiveordonotreceivespraycoverage.

Thevolumeofthecontainment atmosphere thatissprayedisconservatively assumedtobe86/.i'lixingisassumedtooccurbetweenthesprayedandunsprayed regionsatarateof4volumesofunsprayed regionperhour.Theonlyotherchangeinassumptions fromthosepresented inAppendix6BoftheFSARisthatittakes44minutesforthespraystoreducetheelemental iodineconcentration inthecontainment bytheallowable factorof100ratherthanthepreviousperiodof28minutes.Theremovalofparticulate iodinebythespraysisterminated at1hour.ThepHofthesodiumhydroxide solutionatthespraynozzlewillbebetween8.5andll.TherevisedoffsiteLOCAdosesarepre-sentedinTablel.Althoughtherevisedthyroiddosesforboththeexclu-sionzoneboundaryandlowpopulation zonearesomewhathigherbecauseamoreconservative modelwasused,theyarestillwellwithinthe300remlimitsetby10CFR100forthereactorsitingcriteria.Intheprocessofdeveloping revisedoffsiteLOCAdosecalculations, itwasdetermined thatTechnical Specification leaktestingcriteriacouldbemadelessstringent.

Theeffectofapostulated chlo-rinereleaseonthecontrolroomhabitability wasalsoreevaluated.

Thechlorinereleaseevaluation illustrated avalueforinleakage of568CFtlwhichisabovethelimitation imposedbytherelativehumidityrequirements.
