5.0PROCEDUREPRODUCTIONIngeneralproceduresshallbeproducedinthesameformandcontentaswasusedinFebruary1984exceptwhex'etheymayfailtofulfilltherequirementsinthereferencetoSNSXK18.7orENSIGNS-3.2whichiscontainedinthecurxentTechnicalSpecificationsforUnit1ozUnit2.Theapprovalandreferencematrixincludedwiththispx'ocedurekeysthevariousprocedureelementstotheapplicablesectionsofkNSX/SNS3.2-.1982.PreciseadherencetothematrLrisnotexpectedorrequired,however,everyprocedureshallbeaconciseguideforadherencetoTechnicalSpecificationsandtotheapplicableUSNRCregulations-andRegulatoryGuides,MSXStandards,kSMEandXEEECodes,andNiagaraMohawkPowerCorporationprocedureswhichazecontainedinorreferredtointheOperatingZ1censes.(SeealsoSections13.0and14.0)5.1411procedurespertainingtotheoperation,maintenance,ox'estingofallunitsatthestationmustbeinaccordwiththesafetyanalysisreportfortheapplicableunit.authorsandreviewersofallproceduresshallcex'tifythateachpx'oceduredoesnotconstituteachangeinproceduxesasdescribedinthefacilitysafetyanalysisreportox'tatethattheproceduredoeseffeetchangesintheproceduresasdescxibedinthesafetyanalysisreportsXfaprocedureorproceduzechangeisdeemedtomakeachangeinproceduresasdescribedinthesafetyanalysisreport,theauthorozreviewershsLLobtainasafetyanalysisforthatprocedureinaccordancewith10CFR5059.ThesafetyanalysisshsL1establishthatimplementationoftheprocedureshsLlbedeemednottoinvolveanunreviewedsafetyquestionasdefinedin10CFR50.59(a)(2)elsetheprocedureshallnotbeimplemented.Xfaprocedureorprocedurechangeisevaluatedbytheauthorsorreviewersanditisdeterminedthatitxequiresachangeintechnicalspecificationsorachange&thefacilitynotdescribedinthesafetyanalysisreport,thepxoc'eduzeshallbereferredtotheNuclearEngineeringand.LicensingDepartmentforanalysisandsuitableaction.NoimplementationshalltakeplaceuntilqualifiedpersonnelorconsultantsintheNEU,departmenthavedeterminedthatthereisnounreviewedsafetyquestion,changeinthefacilityorchangeintechnicalspecificationsinvolved.Otherwise10CFR50.59(b)and(c)shallapply.5.2ProductionProcessDuzingthecourseofproductionofaprocedureorpxocedurechange,theauthor(s)maydeliverpreMniaszydraftstovariouspersonsincludingQua1ityAssurancefoxcommentandmayalsomeetwithothersincommitteetoassistinthepzoceduxeproduction.Thispreliminaryprocessneednotbedocumentedindetailbutthenamesofpersonsinvolvedandtheix'itlesshouldbeincludedonpage2ofthereviewEAP-2-8June1985(REISSUE)
