Subject:
Renewal Application for ARRR, License No. R-98
Dear Sir:
OEA, Inc. submits this renewal application to own and continue to operate the Aerotest Radiography and Research Reactor (ARRR) as a Class 104 facility. All substantiating documents required to support our renewal application in accordance with I OCFR50.21 are part of this renewal application package. The Security Plan, which is considered Safeguards Information, and Chapter 15, "Financial Qualifications", which is considered proprietary information, are submitted under separate cover.
OEA requests that the renewed license be valid for forty (40) years as was our previous license, R-98.
Our wholly-owned subsidiary, Aerotest Operations, Inc. (AO) has operated the ARRR for the past 40 years in an exceptionally safe and prudent manner. While the management of AO has evolved over the years, the safety of the public and the ARRR has never been compromised. In fact, most of the neutron radiography performed at ARRR has been safety-related, whether the items have been turbine blades, automotive air bags and components or pyrotechnic safety systems for NASA and other aircraft systems.
AO has been a leader in the research and development of neutron radiography and the equipment, conversion screens and image quality indicators used for this nondestructive technique. Members of the AO staff have participated in every major neutron radiology conference and chaired the Fourth World Conference on Neutron Radiography in 1992.
OEA, through its parent corporation, Autoliv ASP, is financially able to own and operate the ARRR for the next forty years and to decommission the reactor when necessary.
Page 2 We request by affidavit that the Security plan and the financial data contained in Chapter 15 of our license renewal application be considered Safeguards and proprietary information per l OCFR2.390(a)(3) and I OCFR2.390(a)(4). The disclosure of the Security and Emergency plans would endanger our facility and personnel and disclosure of our financial information would jeopardize the continued operation of ARRR in a safe, efficient and viable manner.
I declare under penalty of perjury that the foregoing is true and correct.
Executed on 28 February 2005.
