      An Enforcement Conference was held at the NRC Region I Office on
      November 3, 1987 to discuss the findings of NRC Region I Combined Inspection
      Nos. 50-245/87-22; 50-336/87-20; 50-423/87-18; and Inspection No. 50-423/87-21.

              Following introduction of personnel, the NRC presented a sumary of the
              inspection results and the security event reports identified in Inspection
              Report No. 50-423/87-21 and stated the purpose of the meeting. The
              licensee's view of the apparent violations and security events were
              requested.

          3. Licensee Presentation

              The licensee discussed the apparent violations and described mitigating
l            factors, corrective actions, and contemplated long-term actions. The      l
              licensee's corrective actions already taken include: approval of a revised  i
              security organization thre the Executive Vice-President; initiation of    '
              work on the protected area barriers; engineering reviews of Unit 1 and
l            Unit 2 vital area barriers; and resumption of random "hands-on" searches
              of non-regular employees.
              The licensee also projected the following long-term corrective actions:
              re-evaluation of the security program for conformance to "base-line"
l            documents and fundamental criteria, and establishment of a multi-disipline
l            team to review vital areas for security effectiveness.

                Additionally, the licensee stated that documented evidence could be
                provided regarding certain magnetic switches, described as being in
                violation with NRC requirements in the Combined Inspection Reports, to
                show that they meet NRC requirements.
              4. NRC Potition and Conclusion
                The NRC expressed concern about the number and nature of the violations
                and recent security events as they relate to adequacy of performance,
                training, and licensee oversight and supervision of the security organi-
                zation.
              5. Post Enforcement Conference Communications with the Licensee
                Immediately after the enforcement conference, the licensee provided
                documented evidence to show that the magnetic switches identified as being
                in violation of NRC requirements (Report 50-245/87-22; 50-336/87-20;
                50-423/87-18) do, in fact, meet NRC requirements. The NRC representatives
                reviewed the information, concurred with the licensee and, therefore,
                withdrew the violation.
                The licensee, represented by Mr. H. F. Haynes, contacted Mr. T. T. Martin
                by telephone on November 4, 1987 to advise him that both the Assistant
                Security Supervisor - Administration and the Assistant Security
                Supervisor - Operations positions (positions that had previously been
                filled on a non permanent basis) had been filled by qualified licensee
                pe*sonnel on a permanent basis and that thost- individuals had been fully
                instructed on their duties and responsibilities. Mr. Haynes further
                advised Mr. Martin that the licensee had fully briefed the security
                contractor as to the NRC concerns expressed during the enforcement
                conference.    As a result of information presented by the licensee during

                the enforcement conference and the additional information presented
                during the telephone conversation between Mr. Haynes and Mr. Martin, the
                apparent violation pertaining to organizational structure
                (50-245/87-22-01; 50-336/S7-20-01; 50-423/87-18-01), t - been withdrawn.
                Additionally, a review by NRC personnel of the apparent violation
                pertaining to "hands-on" search of non-regular employees                  t
                (50-245/87-22-12; 50-336/87-20-12; 50-423/87-18-12), resulted in a
                determination that the searches being conducted at the time of the
                inspection, met or exceeded the requirements of the Miscellaneous
                Amendments codified by the NRC in August 1986. Therefore, this violation
