SAFETY EVALUATION ENTERGY OPERATIONS, INC.

QUALITY ASSURANCE PROGRAM CHANGE RIVER BEND STATION DOCKET NO. 50-458 TAC NO. MA1748

1.0 INTRODUCTION

By letter dated April 27,1998, Entergy Operations, Inc. requested a change to the River Bend

, Station (RBS) Quality Assurance (QA) Program Description pursuant to 10 CFR 50.54(a)(3). The proposed change for RBS consists of deleting the position of Director- Quality Programs. Job functions for this position, as previously described in the Operations QA Manual will be reassigned to the Quality Assurance Manager (Manager- QA) upon implementation of the change.

2.0 EVALUATION The organizational change was evaluated with respect to Standard Review Plan (SRP) Section 17.2, " Quality Assurance During the Operational Phase" and referenced review criterion in SRP 17.1.

As described in QA Directive - 1, the Director- Quality Programs position is currently in the reporting line between the Vice President Operations and the Manager- QA. With the deletion of I the Director - Quality Programs position, the Manager - QA will report administratively and - l l' functionally to the Vice President - Operations in the proposed organization. Therefore, this ]

reporting relationship continues to provides sufficient independence from cost and schedule and maintains offective communications with senior management positions for the Manager- QA. ,

All QA Program functions previously assigned to the Director - Quality Programs will be reassigned to the Manager- QA. Neither the functions of the Director- Quality Programs )

reassigned to the Manager- QA, nor the retained functions of the Manager - QA, include other duties or responsibilities unrelated to QA that would prevent full stiention of the Manager- QA to QA matters. l The Manager- QA qualification requirements and experience level will continue to meet the licensee commitments to regulatory Guide 1.8 and ANSI /ANS-3.1-1978.

3.0 CONCLUSION

- The staff concluded that 1) all existing quality assurance authority and duties are retained and

[ delineated in writing,2) the Manager- QA has no other duties or responsibilities unrelated to QA that would prevent full attention to QA matters, 3) sufficient organizational freedom and independence from cost and schedule are maintained, and 4) qualification requirements for the

! Manager- QA are maintained by the continuing commitment to ANSI /ANS-3.1-1978. Therefore, the staff has found that the proposed change will continue to meet the requirements of 10 CFR Part 50, Appendix B, Criterion I, " Organization," and applicable SRP acceptance criteria, and is therefore, acceptable.
