On September 30,1997, with the plant in mode 5 (refueling) at 0% power, River Bend Station (RBS) received a telephone call from another utility regarding a contract employee. The other utility previously sent the contract employee a letter reflecting a one-year access denial due to multiple priorjob terrmnations. The individual had been granted temporary unescorted access at RBS on September 11,1997, in accordance with RBS procedures.

This discrepancy is reportable pursuant to 10CFR73.71(b)(1).

The contrrci employee was interviewed and stated that the letter received from the other utility was not recognized as a denial when responding to the RBS questionnaire. Regarding the em,ployee's failure to identify the priorjob terminations, the employee stated that the information wasjust not provided. The cause of this event was incomplete information provided by the employee. RBS programs and procedures functioned as expected in detecting and resolving this issue.

During the time in which the employee had access to the RBS Protected Area, primary job res a millwright working on the turbme. No safety related work was performed by A check the employee.ponsibility of the employee's keycard access history showed no entry to vital areas of the plant. Therefore, this condition had no safety significance.

97 - S03 - 00 2 of 3 BACKGROUND On September 11,1997, a contract employee was granted temporary unescorted access, based upon satisfactorily completing the initial RBS access processing requirements. The RBS process for granting tempe " access includes - among other things - an employment check for the last year, a credit check, identity verif.. ation through one photo identification (e.g. driver's license), and passing a psychological evaluation.

REPORTED CONDITION On September 30,1997, with the plant at 0% power in mode 5 (refueling), RBS received a telephone call from another utility regarding the contract employee. While personnel from the other utility were reviewing the Personnel Access Database System (PADS), they noted that RBS had granted temporary access to the contract employee. The other utility previously sent tne contract employee a letter reflecting a one-year access denial due to multiple priorjob terminations. However, PADS did not contain supplemental information on the employee and the one-year access denial period at the other utility had expired. Also, the other utility was not sure that the contract employee had received the access denial letter. The contract employee's failure to disclose prior employment terminations is reportable pursuant to 10CFR73.71(b)(1).

INVESTIGATION The individual was not on-site when the phone call from the other utility was received. Upon the employee's arrival for the next scheduled work shift, the employee was brought in and interviewed. During the interview, the employee stated that the letter from the other utility was received, but the letter was not recognized as a denial when responding to the RBS questionnaire. Regarding the employee's failure to identify priorjob terminations, the employee stated that the information was just not provided. The contract employee's access to .

RBS has been deleted.

ROOT CAUSE The cause for this event was the contract employee's failure to provide accurate and complete information.

t CORRECTIVE ACTIONS TO PREVENT RECURRENCE PADS information related to the employee was updated. RBS programs and procedures functioned as expected.

No other corrective actions are necessary to prevent recurrence.
