PROGRAM (TAC NO. MA1748)
Dear Mr. McGaha:
By letter dated April 27,1998, Entergy Operations, Inc. requested a change to the River Bend Station Quality Assurance (QA) Manual program description pursuant to 10 CFR 50.54(a)(3).
The proposed change deletes the position of Director-Quality Programs..*ob functions for this position as previously described in the Operations QA Manual are assigned to the Quality Assu.ance Manager (Manager - QA) opon implementation.
The organizational change was evaluated with respect to Standard Review Plan (SRP) Section 17.2, "O eslity A:ssurance During the Operational Phase" and referenced review criterion in SRP 17.1. We have concluded that 1) all existing quality assurance authority and duties are retained and delineated in writing,2) the Manager-QA has no other duties or responsibilities unrelated to QA that would pruent full attention to QA matters,3) sufficient organizational freedom and independence from cost and schedule are maintained, and 4) qua!ification requirements for the Manager-QA are maintained by the continuing commitment to ANSI /ANS-3.1-1978.
The change will continue to meet the requirements of 10 CFR Part 50, Appendix B, Criterion 1,
" Organization," and applicable SRP acceptance criteria, and is therefore, acceptable. The staff's Safety Evaluation is enclosed.
