Ms. Offerle, By letter dated December 6, 2019 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML19340A088), DTE Electric Company (the licensee) submitted a license amendment request (LAR) in accordance with 10 CFR 50.90 to make changes to the Technical Specifications (TS) Surveillance Requirement (SR) 3.6.4.1.1, to address conditions during which the secondary containment pressure may not meet the SR pressure requirements. In addition, this LAR proposes to change SR 3.6.4.1.3 to acknowledge that secondary containment access openings may be open for entry and exit. An administrative change is also proposed for SR 3.6.4.1.5. The proposed changes are similar to those identified in the TS Task Force (TSTF) Traveler TSTF-551 (ADAMS Accession No. ML16277A226) and approved by the NRC (ADAMS Accession No. ML17236A365).
