Dear Mr. Wentworth,
The U.S. Nuclear Regulatory Commission (NRC) plans to issue an amendment to Fermi Nuclear Power Plant, Unit 2 (Fermi 2) technical specifications (TS) pursuant to 10 CFR 50.90, in response to DTE Electric Companys proposed amendment request referenced below.
DTEs amendment request, dated March 31, 2021, is publicly available in the NRCs Agencywide Documents Access and Management System (ADAMS) at Accession No. ML21090A194.
It appears from the distribution shown on the DTEs submittal that a copy of the amendment request was also ccd by to Michigan Department of Environment, Great Lakes, and Energy.
The proposed amendment would revise the Fermi 2 Technical Specifications (TS) to remove some obsolete information, make some minor corrections, and make some miscellaneous editorial changes. Additionally, the amendment would incorporate specific TS changes, such as: adding completion times to sections 3.3.7.2 and 3.3.7.3 for required action A.2, removing testable from part c of surveillance requirement 3.4.5.1, changing position titles in sections 5.1.2, 5.2.1, 5.2.2, and 5.7.2, and removing the core operating limits report reference from section 5.6.5.
On June 15, 2021, the NRC had issued a proposed finding that the amendment involves no significant hazards consideration in the Federal Register (

Vol. 86, No. 113, 31741).
Please let me know if the Michigan State has any comments on this proposed amendment by November 26, 2021.
